Tougher punishment for traffic rule violation in cantt areas

The cabinet on Monday approved the draft of ‘The Cantonment Bill, 2017’ incorporating tougher punishment for delaying the construction of buildings and breaking traffic rules in cantonment areas.
The approval was given at the regular weekly cabinet meeting held at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair.

Mohammad Shafiul Alam briefed reporters.
He said, the draft law has been formulated reorganising the existing Cantonment Act of 1924 to make it more time-befitting one.
The amount of various fines and fees for 43 different subjects, including exceeding the deadline of building construction, violation of traffic rules, begging with distorted organs, carrying arms and firecrackers in the areas under Cantonment Board, have been substantially increased from the ones described in the 90-year-old law, he said.
The Cabinet Secretary said, there is a provision of up to Tk 20,000 as fine for delaying the construction works of any building for more than thrice while the amount would be up to Tk 50,000 for delay for more than five times.
For illegal construction of any establishment, maximum Tk 50,000 and minimum Tk 20,000 could be fined under the draft law, he said adding that the amount of fine for digging in roads in the Cantonment areas is maximum Tk 10,000.
Besides, for driving vehicles on the wrong side violating traffic rules in cantonment areas the minimum fine would be Tk 2,000 and maximum Tk 5,000, he added.
The Cabinet Secretary said, a provision of maximum Tk 10,000 and minimum Tk 3,000 fine is also in the draft law for putting obstruction to any work of the government in the cantonment areas.
Under the proposed law, drunkenness, begging, gambling as well as movement keeping uncovered the injuries and distorted organs of the body and openly carrying meat will also be considered as punishable offence.
The Cabinet Secretary said for such offences up to Tk 20,000 could be fined.
Replying to another question, Shafiul said the authorities concerned could sentence anyone to jail in case of failure to pay fine.
He said, the cabinet also okayed a proposal for the ratification of ‘The Agreement between the Republic of San Marino and Bangladesh on the Establishment of Diplomatic Relations’.
The meeting also adopted a condolence motion at the death of Director General of the National Academy for Primary Education (NAPE) Md Fazlur Rahman.
Fazlur Rahman was killed and four others were injured in a road accident in Fatikchhari upazila, Chittagong on Saturday.
Ministers, state ministers and secretaries concerned were present at the meeting.
