Travellers Welfare Association claimed that in average road accident have been killing 18 people daily. The accidents attributed mainly to running of the overloaded buses and trucks by unskilled drivers. The lives were lost in accidents as illegal and drivers without licenses ran unfit vehicles recklessly on roads and highways of the country. It is said that 3.5 million vehicles are operating in Bangladesh. Only 1.7 millions drivers have licensees genuine and fake. It means the rest 1.8 million vehicles are running by drivers who have no license. We have to arrange formal driving training and ease getting licenses. Existing system of getting driving license is a mass.
The road accidents could significantly reduce if we can arrange properly trained enough Drivers. A large number of people in this country are poor. The current government claims it as a party of grass-root level people. Government has a special responsibility to improve economic conditions of its poor population. Government can take different measures to raise their level of income. One such measure can be the setting up of driving schools in every district town and city and then running those schools properly. Bangladesh has 64 district towns and cities where 64 driving schools could be set up.
Such schools can turn out a few thousand trained drivers from different regions of the country every year. Properly trained, skilled drivers will ensure safer transport movement and help reduce the number of fatal accidents now taking place on the country’s roads and highways every day. A large number of such skilled and trained drivers will also get the opportunity of going abroad with jobs and earn valuable foreign exchange for our economy. They will then be able to raise the standards of living of their families.
Huge amounts of money are not required to set up and operate driving schools. A driving school can organize with two mini-buses, two trucks and two double-cabin pick-up vans initially. The trainees will eventually become part of our skilled or semi-skilled work force. Such work force is an asset to the country. A consortium involving Traffic Police, Bangladesh Road Transport Authority, Technical Education Board and Bureau of Manpower, can be useful to set up and operate, at least, one driving school in each district town and city in Bangladesh. The curricula of such a school should include:
(a) consequence of accident on personal, family of the victims and berden on society;
(b) learning traffic rules and regulations;
(c) acquiring preliminary knowledge on automobile maintenance;
(d)speaking in English and
(e) driving a vehicle.
The amount that will be require to establish 64 driving schools equipped with proper infrastructural facilities and vehicles within five years is very small considering the loss of property and lives those cause by annual fatal accidents in Bangladesh. Besides, the amount of investment by the government for establishing and operating such driving schools will be fully recovered within a very few years by remittances that would be sent home by a good number of trained drivers who will get employment abroad.
