The National Economic Council (NEC) on Tuesday approved a hefty amount of Tk 86,000 crore for the Annual Development Programme (ADP) for fiscal 2014-2015, including Tk 5,685 crore from own financing.
The main ADP size will, however, stand at Tk 80,315 crore if the own financing which will be mobilised from corporations and autonomous bodies are excluded.
The approval came from the NEC meeting held at the NEC conference room in city’s Sher-e-Bangla Nagar area with NEC chairperson and Prime Minister Sheikh Hasina in the chair.
The ADP outlay for the current fiscal FY 14 is Tk 73,984 crore, including self-financed projects worth Tk 8112 crore. The ADP implementation rate except the self-financed projects for the July-March period of the current fiscal year is, however, 43 percent, compared to 49 percent during the
same period of the last fiscal year. Briefing reporters after the meeting, Planning Minister AHM Mustafa Kamal said the proposed main ADP allocation was Tk 79,031 crore for FY 15 while the Prime Minister approved additional allocation of Tk 1,284 crore at the meeting raising the total main ADP allocation to Tk 80,315 crore. Besides, the own financing by the corporations and autonomous bodies raised the overall ADP size to TK 86,000 crore.
Of the total 1187 projects earmarked in the new ADP, some 879 are investment projects, 134 are technical assistance projects and 21 are included in the Japanese Debt Cancellation Fund (JDCF) while 153 projects would be implemented with the own funds of corporations and autonomous bodies. Besides, some 40 projects were earmarked under the Public-Private-Partnership (PPP) initiative for implementation.
Planning Division Secretary Bhuiyan Shafiqul Islam, who was present at the briefing, said a total of 683 unapproved projects were kept at the green page in the ADP while another 276 new unapproved projects were kept for foreign assistance.
Shafiqul Islam informed that the transport sector got the highest priority in the new ADP followed by education and religion sector, power sector, physical planning, water supply and housing sector, rural development and rural institutions sector, agriculture sector and health, nutrition, population and family welfare sector.
He said the new ADP would eye mobilising Tk 27,700 crore from foreign sources as project assistance while Tk 1,200 crore would come as budget support.
Standing for the big ADP size, the Planning Minister said Bangladesh is now not in a position as it was five years back as the next ADP size is Tk 86,000 crore which was Tk 23,000 crore in 2009.
Terming the Bangladesh economy as a resilient one, he said the economic indicators of the country are gradually going upwards as those are not witnessing downward trends now. He also noted with satisfaction that the per capita income of yen country is currently around $ 1180.
