Rooppur-type scam in Nawabganj: Tk 25000 billed for tables of only Tk 2200

A lots of irregularities have been found in purchasing different materials including tables and medicines at Nawabganj Upazila Health Complex in Dinajpur district.
All allegations go against Nawabganj Upazila Health and Family Planning Officer Khairul Islam who allegedly embezzled money submitting false and forgery documents.
Sources from Nawabganj Upazila Health Complex and Upazila Account Office informed that Khairul Islam submitted bill vouchers of six tables and other furniture of Bidyut Traders, a furniture producer of the town.
But Shafiqul Islam, the owner of Bidyut Traders, said that his farm had not supplied any furniture to the health complex.
Contrarily, Belal Furniture’s owner Belal Hossain said, he has supplied those tables and other furniture to the complex on October19 this year.
As per the submitted voucher, price of those tables are Tk 25,000, but Belal Hossain said that he sold those at Tk 2200 per piece.
Officials alleged that Khairul Islam embezzled over Tk seven lakh in purchasing medicines and cleaning programme during last dengue fever season in July-September.
Sources said, Health Department allotted Tk two lakh to every upazila health complex at that time to buy dengue kits and medicines.
Khairul Alam misappropriated Tk one lakh and 66 thousand submitting some bill vouchers.
Some of those vouchers were of Incepta Pharmacuticals, in which it has been shown that the health complex bought dengue kits between September1to September 5.
But Gourango Roy, local Sales Officer of Incepta said, his company never produces dengue kits, so there was no question to supply that.
He said that he supplied some Napa tablets and salines only to the health complex.
“But the upazila health officer (Khairul) took my signatures in more seven blank bill vouchers saying the necessity of withdrawing money,” Incepta officer said.
Apart from theses, officials of the hospital alleged that Khairul Islam also embezzled Tk four lakh and 31 thousand submitting fake documents in cleaning efforts during the dengue outbreaks.
They said, during the time, Tk five lakh and 20 thousand were allotted for cleaning efforts.
Among those, Tk 18 thousand was given to cleaners and three thousand more has been spent to clean a water tunky only.
The other cleaning efforts were done by the employees of Upazila project implement offices.
When contacted, Upazila Health Officer Khairul Islam told The New Nation that he submitted some bill vouchers which were not correct.
“I have submitted some bill-vouchers of different farms which were not real supplier, of the goods, because, it was needed to withdraw money before purchase of those items.”
When questioned about withdrawing extra money and forgery documents, Khairul Islam said a certain quarter including one local journalist are trying to harm my image.
He said, the truth will be brought out by conducting proper investigation.
