Tk 1,37,666cr prog to improve quality of Secondary Edn

The government has taken a mega programme to improve the quality of education at Secondary level.
Ministry of Education will implement the programme under the revenue budget at an estimated cost of Tk 1,37,666 crore.
Both general and madrasa education will be brought under the “Secondary Education Development Programme (SEDP)” to be implemented in the next five fiscal years from 2018-19.
The Education Ministry recently sent the programme documents to the Ministry of Finance seeking its approval.
“If we get the Ministry’s nod, the programme is expected to launch from the next fiscal year,” a senior Education Ministry official told The New Nation on Monday, wishing not to be named.
He said, “The programme has been proposed to implement under the single budget modality instead of allocation in the Annual Development Programme (ADP).”
Prime Minister Sheikh Hasina in the meantime gave consent to implement the  
programme under the single budget modality which was endorsed Finance Minister AMA Muhith at a meeting in this regard held on December 14, 2016.
“Donors and development partners will also provide financial assistance to implement the programme,” said the Education Ministry official adding that the Economic Relations Division (under the Finance Ministry) has already completed negotiation with the World Bank (WB) and the Asian Development Bank (ADB) in this regard.
 The WB and the ADB will provide US$500 million and US$ 225 million respectively to implement the SEDP.
“Deals are expected to sign with the two multilateral lenders soon,” said the official.
Apart from the two multilateral lenders, a number of foreign and UN agencies, including UNICEF, British Council, DFID and UNFPA, have also expressed their willingness to support the programme.  
The programme focused on to bring relevancy in Education, prevent drop out and ensure good governance, proper management and planning at the secondary level.
It also focused on skill development of the teachers, market based curriculum, ICT-oriented teaching, infrastructure development and schooling for all.  
“The SEDP will be implemented as per the annual plan of the Education Ministry. But approval will be taken from the Finance Ministry to execute sub-components of it. We will follow the government procurement rules (PPR) while procuring various components for the programme,” said the Ministry official.
In case of utilizing donors’ fund, he said, the Ministry will abide by the IDA guidelines in appointing consultants for the programme.
