Government secretaries have suggested ‘separate allocations’ for large infrastructure projects and not keep them outside the purview of the Mid-term Budget Framework.
They put forward the suggestion at a pre-budget meeting with Finance Minister Abul Maal Abdul Muhith at NEC conference room in the capital’s Sher-e-Bangla Nagar on Monday.
The minister informed the reporters of the recommendations after the meeting.
He said: “The time-frame for implementation of a project has to be settled once the project is approved. So the secretaries have suggested completion of the formalities promptly to ensure timely implementation.”
Muhith said no fund would be allocated in the next budget for new road construction. “Many roads have been constructed, but they lack quality .”
Fund would be allocated for improving quality of new roads, he said. “A decision had been taken to raise the road management expenditure.”
The minister said he discussed with the secretaries measures to make the government offices ‘more effective’ by balancing work pressure.
Muhith said initiatives will be taken to accomodate several government officers in common rooms with separate cubicles.
Muhith said the secretaries had been given responsibility to find out why the public-private partnership (PPP) initiative had not been effective.
He said budget had to be implemented based on the feedback from the district and division level offices after strengthening local government bodies.
