All tasks were implemented in a participatory manner where local community people have taken collective responsibility to analyse and define their own needs and highly involved in planning, implementing and evaluating the whole process by engaged pro-actively and spontaneously.
Now people of the Union are getting access information without any difficulty said, S.A.M. Rafiqunnabi , Deputy Director (DDLG) of Local Government, Bogra.
It is possible only due to sincere effort of Grameen Alo by implementing Social engagement for budgetary accountability (SEBA) Project, with the technical support of Manusher Jonno Foundation (MJF) Bangladesh, Funded by GPSA- (Global Partnership for Social Accountability) under World Bank.
This programme is being implemented in 9 unions under Gabtoli Upazilla in Bogra. Like Sonarai, Ramesherpur, Naruamala, Nepaltoli, Durgahata, Gabtoli Sadar, Mohishaban, Noshipur and Baliadighi.Community participation has been increased in different development activity under 9 unions from 2014 to present through SEBA Project activities.
They have been implemented social accountability tools like Community Score Card, Social audit, social map etc ,after that they have been collecting information from community people for advocacy with UP officials. They have formed a Community Support Group who has been served as pressure group.
That’s why now a day’s UP become more responsive, Accountable, and transference in all respect. One of the remarkable successes in this project is Rapport building among UP & Community that increased significantly in last two years. UP has been grounding project activity according to specific plan in to their project area.
Participation in Wardshava and active participation of community people have been increased. Socio economic condition & living standard of community people has been increased gradually . Health, Education, Water Supply, Agriculture, market, Sewage System, Wastage Management and Human Development has been improved.
At this moment traditional ideas has been changed gradually as well as Tax is being utilize properly for local development initiative. Now UP has been maintained proper management system that’s why they become more responsive and accountable and they become free from corruption culture.
S.A.M. Rafiqunnabi, DDLG, Local Government, Bogra has expressed his reaction and illustrated his opinion that Grameen Alo has been implementing SEBA Project in 9 unions out of 11 especially lag behind than others UP. SEBA Project has been performing different advocacy related work about last 2.5 years through their intervention.
The UP functionaries now realize that it is necessary to ensure social accountability and transparency for the socio economic development of the locality and to empower community people. For this, disclosure of Union Parishad (UP) budget, UP Plan, different Scheme and process of getting different services from UP is essential. They have been mobilized fund collectively as well as provided labor for implement this initiative so that community become enriched in light of information which will be helpful for getting services as well as claim & exercise their right as applicable. On the other hand it is equally important to get correctly, participate in different events of Union Parishad (UP), because people’s participation can lead towards greater transparency and accountability. Now UP has been realized them regarding their position as well as identify their action through social audit implementation process.
I have visited most of the UPs and observed that community participation increased significantly in different development Scheme that’s why it is possible to performed quality of work. Community people & UP has identified their resources and limitation by practicing this process through community participation. This process reduces misunderstanding between communities & UP in light of service delivery, on the other hand community people now become more conscious about their right and obligation.
UP has prepared a action plan based on analysis their resources which will be helpful for community people as this plan has made by community participation and contribution which become positive impact regarding accountability and obligation aspect.
Md. Monjurul Haque, District Facilitator (DF) of LGSP Project has expressed his reaction that SEBA Project is very important project at this moment. I have observed during my field visit that this project has been trying to implement different development activities by involving community people and UP Officials. Grameen Alo has been shared different field finding in light with activity implementation on regular basis.
Now, UP functionaries become more accountable and transparent regarding their duties and responsibilities after implementing SEBA intervention. Chairman of Baliadighi Mahbubur Rahman said Grameen Alo has created a bridge between Community & UP by implementing SEBA project since 2014. Now community people are very conscious about their duties and they become more vocal to claim & protect their right. UPs, Upazilla and District administration especially Deputy Director , DDLG and District Facilitator are expecting that SEBA project will be prolonged and will replicate citizen engagement approach toward every Union Parishad in Bogra district as well as that will be definitely positive impact on the life of community people.
Through this approaches UPs have become more responsive and accountable in all respects regarding their transparency and accountability for utilizing public resources to the better interest of community people without abuse public power for private gain.
