When the under-dogs win

Central American country Costa Rico created sensation through out the world by upsetting pre-match favourites Uruguay (3-1) and Italy (1-0) in the first round Group ‘D’ matches. Upset results are ornaments of any tournament-be it the World Cup, or the Copa America, or the European Nations Cup. The past World Cup witnessed so may unexpected results, which thrilled the crowds.
Uruguay beat Brazil 2-1 in Rio de Janeiro in 1950 and won the cup a second time, the USA beat England 1-0 in 1950, (West) Germany beat Hungary 3-2 in 1954 to become champions for the first time, North Korea beat Italy 1-0 in 1966, Algeria beat (West) Germany 2-1 in 1982, Cameroon beat Argentina 1-0 in 1990, South Korea beat Italy and Spain by identical margin in 2002.
There would have been more upset results, had the referees and the assistant referees been neutral. Will FIFA look into the matter?
