Transparency International Bangladesh (TIB) Executive Director Dr Iftekharuzzaman has said that Rajdhani Unnayan Kartripakkha (Rajuk) and corruption have become synonymous.
“Rajuk officials, brokers and service takers are in tripartite liaison. Based on contract, bribes are taken. It is rare to see anyone getting service from Rajuk without paying bribe. Rajuk and corruption have been entangled with each other and are synonymous now,”said Dr Iftekharuzzaman while unveiling the research paper titled “Rajdhani Unnayan Kartripakkha (RAJUK): Governance Challenges and Way Forward” by TIB at a press conference in the capital on Wednesday. A developer company needs to bribe Tk3 to 10 lakh to build a 10th storied building or above, the research finding showed.
Rajuk has turned into a development and commercial organization instead of a regulatory body as well as a revenue earning institute, he added.
Rajuk officials gave priority to the investors and influential people of the real estate business, he added.
Aanother regulatory body needs to be formed as per the law, which will work as an independent organization.
A communication gap has been created between the Rajuk board and the management, for which the organization lacks accountability and transparency, Iftekharuzzaman said.
The TIB chief said, “It (Rajuk) created a conflict with its main responsibility. Instead of securing Detailed Area Plan (DAP) and other plans Rajuk has violated them.”
