Like in recent years, raised plinths of their houses effectively helped six lakh people of 1.20 lakh extremely poor families living in low-lying char areas in escaping floods this time on the Brahmaputra basin.
The plinth raising activities, being implemented by the Chars Livelihoods Programme (CLP) under its comprehensive livelihoods improvement projects for the extremely poor living on the riverine islands, has become an effective model in escaping floods under adverse situations.
Side by side escaping floods, the beneficiary families of CLP have been successfully saving properties, cattle heads and providing shelters to other displaced people and neighbours as their houses were inundated in neighbouring areas in recent weeks.
Talking to BSS, Livelihoods Coordinator of CLP Dr Mahbub Alam said char people have been enjoying privileges following implementation of the comprehensive CLP activities through GO-NGO collaboration since 2004 in 10 northwestern riverine districts.
Under the programme, 1.20 lakh poor households living in char areas of Kurigram, Bogra, Gaibandha, Sirajganj, Jamalpur, Lalmonirhat, Nilphamari, Rangpur, Pabna and Tangail districts have also become self-reliant side by side escaping floods.
He said plinths of 55,000 poorest households were raised under CLP phase-I during 2004-2010 and 65,000 out of 75,000 households so far under phase-II (2010-2016) along with providing assistance to improve livelihoods of 1.9 million extremely poor char people by 2016.
The plinth-raising programme has been proved to be very effective to save have-nots group char people with properties from floods under the comprehensive programme to also assist them in becoming economically self-reliant amid adverse situations.
“The CLP continues working with the extremely poor households living on riverine island chars to improve their livelihoods and has raised plinths for 1.20 lakh char families benefiting over six lakh people so far since 2004 in ten northwestern districts,” he said.
The UKaid through the Department for International Development and Australian Government through Australian Agency for International Development have been jointly funding implementation of the CLP that has already fortune of many char people.
Under the sponsorship of the Ministry of Local Government, Rural Development and Cooperatives and management through Maxwell Stamp Plc, CLP is being executed by the Rural Development and Cooperatives Division.
According to CLP sources, the programme is being implemented in collaboration with the GO-NGOs on the chars in Kurigram, Bogra, Gaibandha, Sirajganj, Jamalpur, Lalmonirhat, Nilphamari, Rangpur, Pabna and Tangail districts.
Talking to BSS, CLP beneficiaries Makduda, Lalbanu and Shahera of Ghughumari Char and Halima Begum of Char Krishnapur in Kurigram, Rahela and Kulsum of Purbo Char Gunai in Rangpur termed plinth-raising as their savior in escaping floods.
“We are remaining safe despite floods along with our properties, essentials and cattle-heads now and also helping neighbours through providing shelters on our raised plinths like in the previous years,” they said.
Beneficiaries Delwara, Aklima, Mamtaz, Parveen and Johura of different char villages also narrated as how they have been escaping floods now for the sixth consecutive time this season when their other surrounding areas have been submerged.
Ostomirchar union chairman Sohrab Hossain said floodwaters could not inundate houses of the CLP beneficiaries who also have access to sanitation, safe drinking water, healthcare, hygiene and nutrition for mothers and children in char areas.
Chilmari upazila chairman Shawkat Ali Sarker, Bir Bikram, said char people are escaping floods for plinth-raising under the comprehensive CLP that also assists them in becoming self-reliant through various income generations amid adverse situations.
Agriculture and Environment Coordinator Mamunur Rashid of RDRS Bangladesh, one of the CLP implementing organisations, said CLP assists the char people to adapt with climate change and also achieve self-reliance through income-generating activities.
