The public university teachers are going to get separate pay scale after the University Grants Commission (UGC) took a decision to implement it.
The UGC also recommended its 44th Annual Report submitted to President and Chancellor of all public and private universities Md. Abdul Hamid.
A delegation led by UGC Chairman Professor Abdul Mannan met the President in the Bangabhaban. The annual report was placed in the Parliament on Monday.
UGC Chairman Professor Abdul Mannan said, the public university teachers have been demanding for a separate pay scale. We also support it as it is not uncommon for the government employees.
“We should ensure due respect and benefits to the teachers. If they do not get proper benefits, the brilliant students will not join this profession. As a result, public universities will face a shortage of qualified teachers,” he said.
In its annual report, the UGC noted that public university teachers should be brought under a separate pay scale to help improve the quality of higher education in the country.
The report also mentioned that necessary steps should be taken to ensure permanent recruitment of teachers in the key posts of new public and private universities.
The report said, the government can give contractual appointments to the retired teachers of the public universities to help address the shortage of qualified teachers in higher educational institutions.
Professor Dr Maksud Kamal, President of Dhaka University Teachers’ Association said, teachers are contributing to nation building and the quality of the country’s higher education depends on the public university teachers.
“We were informed about the UGC recommendation for a separate pay scale. We have been
demanding this for a long time,” he added. The general teachers of the country’s public universities said, they are very much happy over the UGC for its strong recommendation to implement the independent pay scale.
They think that the teachers will get more strength if they get separate pay scale and will concentrate to ensure the quality of higher education.
It may be mentioned that the public university teachers have been getting their salaries and allowances as per the latest national pay scale.
They have been demanding the independent pay scale for long Under the leadership of Federation of Bangladesh University Teachers Association (FBUTA).
In May 2015, teachers of all public universities staged multiple agitation programmes demanding to remove the “pay disparity” with bureaucrats.
The public university teachers took to the streets protesting the proposed eight national pay scales and sought an independent pay scale and re-fixing of the salary structure proposed in the new pay scale.
The teachers refrained from taking any of the classes, including evening courses in the universities during the demonstration.
In face of the teachers’ movement, the government formed a committee to review the salary structure of the teachers.
Later, the government on December 15, 2015, published gazette notification of National salary scale removing the selection grade and timescale.
