A four-day public hearing on gas price hike proposals submitted by six state-owned gas distribution companies to the Bangladesh Energy Regulatory Commission (BERC) begins on (Monday) today.
BERC officials said the hearing will take place at the TCB auditorium, a venue located at the same building of the energy watchdog where a similar 4-day hearing took place on power tariff hike proposals.
The regulatory body will also hold hearing on gas transmission tariff hike proposal submitted by the state-owned Gas Transmission Company Limited (GTCL).
The other six gas distribution companies are Titas Gas Transmission and Distribution Company Ltd (Titas T & D), Pashchimanchal Gas Company Limited, Bakhrabad Gas Distribution Company Limited, Karnaphuli Gas Distribution Company Limited, Jalalabad Gas Transmission and Distribution System Limited, and Sundarban Gas Company Limited.
As per government directives, the six gas distribution agencies earlier submitted their respective proposals to the BERC to raise gas price.
Although each distribution company separately submitted their respective proposals, all of them maintained a similarity in their proposals to
raise gas price for different kinds of consumers.
According to the proposals, the companies sought to raise the domestic users’ double burner rate to Tk 1,000 per month from the existing Tk 450, which will be a 122.22 percent hike.
For the single burner, the rate was proposed to be raised to Tk 850 from Tk 400, meaning a hike by 112.50 percent from the existing rate.
The companies proposed to increase the commercial users’ gas rate, particularly the meter-based consumers to Tk 235 per unit from the existing Tk 146.25, showing a 60.68 percent hike from the present price.
For industrial users, gas price was proposed to increase by 32.60 percent to Tk 220 from the existing Tk 165.91.
The rate for captive power plant was proposed to be raised by 102.94 percent to Tk 240 from Tk 118 per 1,000 cubic feet gas (MCF).
For the state-owned power plants, it was proposed to be raised to Tk 84 per MCF gas from Tk 79.82.
The other commercial users’ rate was proposed to increase 30.55 percent to Tk 350 from Tk 268.09 while tea garden’s gas rate was proposed to be Tk 200 from Tk 165, a hike by 91 (20.55 pc).
The gas utilities proposed to enhance the rate for CNG gas station by 39.1 percent to Tk 905.92 from Tk 651.29 and at the CNG consumer level Tk 1,132.67 from Tk849.50, a hike by 33 percent.
For fertiliser companies, the gas price was proposed to increase by 9.71 percent to Tk 80 from Tk 72.92 per MCF.
As per the BERC schedule, it will hold public hearing on GTCL proposal on February 2, while the hearing on proposals of Titas Gas Transmission and Distribution Company Ltd (Titas T & D) and Pashchimanchal Gas Company Limited will take place on February 3. The energy watchdog will listen to submissions on the proposals of the Bakhrabad Gas Distribution Company Limited and Karnaphuli Gas Distribution Company Limited on February 4.
The hearing on proposals of Jalalabad Gas Transmission and Distribution System Limited and Sundarban Gas Company Limited will be held on February 5, the concluding day.
Different consumer right groups, including Consumers’ Association of Bangladesh (CAB), social organizations, left-leaning political parties, including Communist Party of Bangladesh (CPB) and Gano Sanghati Andolon have registered their names to participate in the hearing to oppose gas utilities’ price proposals.
