The primary schools in the country are facing teachers’ crisis, as there is no sufficient teachers in 38 per cent schools, leading to hindrance to proper education of the children, a recent research on “Annual Primary School Census” by the Directorate of Primary Education (DPE) reveals.
According to the United Nations Educational, Scientific and Cultural Organisation (UNESCO), a teacher is a must for 46 students in primary level education. Most of the countries follow the system.
The DPE research found that 61.80 per cent primary schools fulfilled the condition of the UNESCO. But 38 per cent schools are suffering from teachers’ crisis.
Rasheda K. Choudhury, Executive Director of Campaign for Popular Education (CAMPE) and a former adviser to a caretaker government, said, “Many posts of teachers are lying vacant in many primary schools. Hundreds of schools are also running short of headmasters. It also creates complexity and hampers proper education. The government should resolve the problem immediately.”
“A teacher for 46 students at primary level is a globally-followed system. A fruitful and standard education is not possible by ignoring it. So, the government must follow it,” she said.
The DPE findings also pointed out that 51 per cent headmasters did not get “leadership training.”
Primary education experts said it is unexpected that a good number of headmasters are still out of leadership training. They also termed it as a hindrance to the primary education.
They said a headmaster is the administrative chief of a school. He or she oversees the academic activities and monitor all the functions. That is why leadership training is an emergency for them. Otherwise, the headmasters could not run their institutions properly, they observed.
Sources said a 21-day long leadership training is mandatory for each headmaster. The Primary School Development Project-3 under the DPE conducts such training.
DPE Director General Dr Abu Hena Mostafa Kamal said the government took many initiatives to resolve the teachers’ crisis. The appointments of several thousand teachers are under process. The Ministry for Primary and Mass Education also completed all the process.
“It is urgent to bring the headmasters under the leadership training. The DPE has taken a plan to bring at least 85 per cent headmasters under the training across the country,” the DG added.
