HC to UGC: Probe into PhD thesis’ forgery

The High Court on Tuesday wanted to know whether the public and private universities are conferring PhD and equivalent degrees on the students as per rules and regulations of the University Grants Commission (UGC).
The court ordered the UGC authorities to enquire into this issue and submit a report to the court within the next three months.
At the same time, Dhaka University authorities have been asked to submit a report to the court within 60 days after investigating the matter of 98 percent duplication of a PhD research thesis by a teacher of the institution.
The High Court bench of Justice FRM Nazmul Ahasan and Justice KM Kamrul Kader passed the order and issued rule after hearing a writ petition filed to stop plagiarism in the PhD thesis and equivalent degrees.
In the rule, the High Court wanted to know from the respondents to explain as to why they should not be directed to take initiatives for scrutiny of a PhD thesis by the information and communication technology (ICT) experts before final approval to stop forgery in the thesis.
Education secretary, Dhaka University Vice-Chancellor and chairman of the
University Grants Commission have been asked to comply with the order and rule.
Advocate Md Moniruzzaman, a Supreme Court lawyer, filed the petition with the High Court on January 22 this year attaching a paper cutting.
Advocate Md Moniruzzaman himself appeared in the court on behalf of the writ petition while deputy attorney general ABM Abdullah Al Mahmud Bashar stood for the state.
On January 21, 2020, a Bangla daily published a report under the banner of “98 percent plagiarism in DU teacher’s PhD thesis”.
Later the Dhaka University authorities suspended the accused teacher from all kinds of administrative and academic activities after holding a syndicate meeting chaired by the Vice- Chancellor on January 28.
Abul Kalam Lutful Kabir, an Associate Professor of the department of Pharmaceutical Technology, was an assistant proctor of the university. Later the university authorities said in a press release that a probe body was formed to investigate the allegation raised against the teacher. The High Court asked the Dhaka University authorities to submit the probe report of that committee to the court within 60 days.
