A total 318 posts of headmaster in government primary schools in Bogra district have been lying vacant hampering the academic activities for a long.
In the absence of regular headmasters, assistant teachers are working as in-charges of headmasters. Most of them lack experience and their colleagues are sometimes reluctant to follow their instructions, alleged some acting head master of the area.
Mohaddes Ali, Acting Headmaster of Sherpur Government Primary School said , six teachers, including a regular headmaster, are needed to impart lessons properly to 320 students of the school. As there is no headmaster, I am working as acting headmaster. Often I have to remain outside the school for programmes in upazila and district offices. Then our four assistant teachers find it difficult to manage all the classes, he added.
Dudu Mia , a member of the school management committee said, in this situation if any teacher has to bear extra burden of acting headmaster, the administration and management of the school could never run smoothly as the other teachers of same rank hesitate to cooperate him.” “Teachers alleged that the government is developing the infrastructure of the schools every year but it failed to fill in vacant posts timely and develop the monitoring system of primary education and the absence of a regular headmaster hampers coordination among the teachers.” he added.
Abdul Hannan, Acting Headmaster of Keut Government Primary School in Dupchanchia upazila and leader of Government Primary School Teachers’ Association said, only 3 teachers are working there, while 7 teachers are required to properly cater for the school’s 200 students.
As per government rules, 65 percent of the headmasters are appointed through promotion of senior teachers and the remaining 35 percent are directly appointed, said teachers and officials. Due to various complexities in the promotion system and a lack of initiative for direct appointment, the headmaster posts of 318 schools have remained vacant for one to five years.
Students Bulbul Hossain, Nahima and Sojol of Shazapur Government Primary School said, their classes are not held regularly due to shortage of teachers. Scarcity of headmasters in the government primary schools in the region is hindering the academic and administrative activities Mottaleb Hossain, a managing committee member said they have raised the issue in the headmasters’ monthly meetings in presence of high officials on several occasions, but no step was take in this regard. It is much difficult to run teaching smoothly due to pressure of extra work following the government order, teachers claimed.
Hossain Ali , District Primary Education Officer said his office had brought the matter to the notice of higher authorities and they are waiting for a government decision.
