Prime Minister Sheikh Hasina Wednesday directed the authorities concerned to constitute a separate authority to oversee the proper management of land up to upazila level.
“In order to boost food production and ensure food security, proper and planned use of land should be ensured so that the people are benefitted largely,” she said.
Sheikh Hasina also asked the authorities concerned for proper use of land and make sure that no industries and houses are built on the arable land.
The Prime Minister made the directives in her introductory speech at the first meeting of National Land Use Committee held at her office here this noon.
Prime Minister Sheikh Hasina, also the chief of the committee, chaired the meeting.
PM’s Press Secretary AKM Shameem Chowdhuri briefed reporters after the meeting.
The Prime Minister said that industrial estate, industries and houses should not be constructed on the arable land while the environment and waterbodies should have to be protected through proper management of land.
Sheikh Hasina noted that planned urbanization did not happen in the country over the years to such extent for which there were declining trend of arable land.
Putting emphasis on building accommodation facilities for the people in a planned way through saving land, the Prime Minister said that more accommodation facilities should be ensured in limited land while there should not be setting up of industries here and there.
The Prime Minister also laid stress on accommodating all the affiliated bodies including department and directorates in a same compound of any ministry to save land.Laying utmost importance on saving forest land, Sheikh Hasina said that no industry would be set up in forest land while the small roads and damns should have to be built in a planned way.
At the outset of the meeting, the Prime Minister paid rich tributes and prayed for eternal peace of the departed souls of those who were killed during the BDR carnage in city’s Peelkhana on Feb 25-26 in 2009.
The press secretary said the committee at the meeting proposed to enact a new law titled “The Village Improvement Act” to ensure planned use of rural infrastructure especially the planned housing in the rural areas and strict implementation of the Town Improvement Act and other related laws through updating the laws.
It directed the city corporations and municipalities to prepare zoning maps of land before acquiring the lands for different purposes including for housing, commercial and industrial uses.
The meeting suggested arrangement of training programmes for the public representatives and officials of the local government bodies to make them familiar with land zoning and zoning maps of the land.
It asked the Land Ministry for expediting the process of formulating the Zoning Law, avoiding as much as possible the fertile farm land in constructing roads, highways and connecting roads,
The committee opined that industries should be set up only in selected zone for industries or in BSCIC industrial estates or in economic zones and the work on preparing land zoning report will have to be completed within the stipulated timeframe in all upazilas.
Besides, the committee decided to co-opt Railways Minister and Railways Ministry Secretary alongside the State Minister for Land into the National Land Use Committee.
The National Land Use Committee members including ministers concerned attended the meeting, while secretaries concerned were present.
