The government plans to reduce the allocation in the power sector in the upcoming budget as the power utilities’ failed to spend the allocation in implementing the projects for three consecutive years since 2013-14.
The government during fiscal years starting 2009-10 raised the allocation in power sector projects under the Annual Development Programme till the current fiscal.
The government has decided to allocate Tk 13,040 crore under ADP for implementing 67 power sector projects in the coming fiscal year, according to the working paper of the Budget Management Committee.
One year ago, the government allocated Tk 16,485 crore for the implementation of 66 power sector projects.
The allocation was revised to Tk 15,476.21 crore in March, which could have been smaller had the government not allowed the power division to channel ADP allocation into 16 new projects, the power ministry official said.
The power division drew severe criticism from the government for its failure in ensuring implementation of the power sector projects at the expected pace, said officials.
In the outgoing fiscal, 24 projects saw zero progress until April while another 30 made
less than 60 per cent progress. In January, unhappy at the performance, Nasrul Hamid said that the project directors, who failed to make any progress in the first six months of the current fiscal would be served show cause notices.
The power division, however, claimed that the allocation has been reduced, as the money which was to be provided by Export Credit Agencies to the power sector had been kept outside the ADP from this year.
The government in June 2010 allocated Tk 4,995 crore for ADP in the power sector for the 2010-11 fiscal year, which was Tk 1,417 crore more than the allocation of the previous year.
The government raised the ADP allocation in the power sector to Tk 7,153 crore in 2011-12 financial year, Tk 7,890 crore in 2012-13 fiscal year, Tk 9,053 crore in 2013-14 fiscal year, Tk 9,273 crore in 2014-15 fiscal year and Tk 16,485 crore for the outgoing fiscal year.
In the revised ADPs, the allocations in the power sector for the first three years 2010-11 fiscal year to 2012-13 fiscal year increased, while it has seen a decrease since then.
In the revised ADP for power sector for the outgoing fiscal year, the power division transferred the ADP allocation to 16 new projects.
