At last the government is going to reform the Private University Act-2010 to check the ‘certificate business’ in the name of higher education by a number of the private universities in the country.
Amid high criticism about the quality of higher education in the private universities, the Education Ministry has already taken many initiatives to amend the act aiming to ensure quality education by eliminating the certificate business, the Ministry sources said.
The Education Ministry has also formed a five-member committee recently. Abdul Quddus MP has been made the Convener, Additional Secretary of the Ministry (University) Helal Uddin as Member-Secretary and Jahangir Kabir Nanok, MP, University Grants Commission (UGC) Chairman Professor Abdul Mannan and a member of UGC are the three members.
On January 12, the UGC arranged a top-level meeting in the UGC auditorium to discuss for amending the Private University Act-2010. The Educaion Minister
Nurul Islam Nahid, UGC Chairman and other members of UGC and government were present at the meeting.
The meeting decided to reshuffle the Section-15, 41, 42, 43, 44, 45 and 48. They reached a consensus that the private universities are running whimsically. The owners of the universities become the members of Board of Trustees. They also become the members of Syndicate, Academic Council, Finance Committee, Disciplinary Committee and Committee to fix fees. The Board of Trustees establishes absolute control in appointment of teachers and employees, the meeting discussed.
The five-member committee will sit with the private universities owners and administrations to realize the Ministry’s matter.
The university has to take approval of the Ministry for making any rules of the university and salary structure. The database and website will be mandatory for each university. The database must be attached with the Ministry and the UGC’s database. It will also be the final database. No student will be given any certificate from out of database. Vice-Chancellor, Registrar and controller’s signature is mandatory on the certificate.
A member of UGC told The New Nation on Friday, “A number of private universities are doing business in the name of higher education and some of the universities are also trading certificates to the students taking huge money.
