Report to HC: Only 10 docs for total 68 prisons

Inspector General of Prisons Brigadier General AKM Mustafa Kamal Pasha on Tuesday submitted a report to the High Court saying there are 10 physicians only for total 68 prisons across the country, while 131 posts of doctors are now lying vacant.
The prisons have the capacity of accommodating 40,664 prisoners whereas the number is 86,998 as on August 27.
The government appointed total 20 doctors on deputation for the jails last year. But of them, four only joined, the IG Prisons said in the report submitted through his lawyer, Advocate Md Shafiqul Islam, to the HC upon a writ petition filed by Supreme Court lawyer Advocate Md JR Khan Robin on February 19 this year seeking necessary order for the recruitment of physicians.
During yesterday’s hearing, the HC Bench of Justice FRM Nazmul Ahasan and Justice KM Kamrul Kader asked the Deputy Attorney General to inform the court on November 11 as to why 16 doctors, out of 20, did not join.
The further hearing on the petition will be held on that day.
Barrister AM Mahbub Uddin Khokan, Advocate Md J R Khan Robin and Advocate Shammi Akter took part in the hearing  
 on behalf of the writ petition while Deputy Attorney General ABM Abdullah Al Mahmud Bashar stood for the State.
Following a writ petition, the same High Court Bench on June 23 asked the Inspector General of Prisons to submit the list of vacant post of physicians in the jails across the country within six weeks.
The HC also wanted to know the receptivity of the accused in prisons, number of prisoners and physicians of the prisons across the country.
The HC also issued a rule asking the government to explain as to why the ineffectiveness of the authorities concerned to ensure the standard accommodation for the prisoners should not be declared illegal.
Besides, it also issued another rule asking the government to explain as to why the inability of the authorities concerned to fill the vacant posts of the physicians to ensure medical services for the prisoners should not be declared illegal.
