The Education Ministry plans to shift the authority from managing committees to the Non-Government Teachers Registration and Certification Authority (NTRCA) in appointing at top posts of schools, colleges and madrasa with a view to curbing corruption in the recruitment process and cultivating quality education.
The heads of the educational institutions are appointed by the managing committees.
The Ministry has received a good number of complains about financial corruption and other irregularities in recruitment process.
In this circumstances, the Ministry’s top officials also sat with the administration of the Non-Government Teachers Registration and Certification Authority (NTRCA) recently.
A positive progress has emerged from the meeting as the officials from the both sides have agreed to appoint the chiefs of the Secondary and Higher Secondary institutions like the recruitment of other teachers.
The Meeting sources said that the officials pointed out that the local influential people and other high-ranking persons have been influencing in recruitment process in the top posts across the country. As a result, sometimes unskilled and sub-standard persons get appointment.
An official who attended the meeting wishing anonymity told The New Nation that a good number of the heads of the institutions were appointed on the basis of bribe, not merit. It will be good if the Ministry changes the appointment process and hands over it to NTRCA.
Additional Secretary (Secondary and Higher Education) of the Education Ministry Jabed Ahmed said, they held a meeting with NTRCA officials to discuss about the recruitment process and how to reform.
“We have reached a specific and good decision that the existing appoinment process should be iced,” he said.
“We will hold several meetings before taking any final decision. But I think NTRCA is capable to appoint the heads of the educational institutions without taking any extra pressure,” he said.
Jabed Ahmed believes that the initiative will help ensure quality education and curb corruption in the institutions.
The NTRCA officials said the NTRCA has no authority to appoint the heads of the instituions without making any new law or changing the existing recruitment system.
They said that they discussed the matter with the Ministry officials and they found a solution.
The process will start from the next year (2020), they said.
