Non-govt teacher recruitment stay extended

The High Court on Sunday extended its stay order for one more week upon the effectiveness of the recruitment circular of the Non-Government Teachers’ Registration and Certification Authority (NTRCA) to appoint 54304 teachers to private schools, colleges and madrasas across the country.
At the same time the court fixed May 31 to pass order regarding the recruitment of the 1,484 candidates who got registration from the NTRCA after appearing first to 12th tests for the vacant MPO posts of the non-government education institutions.
The HC Bench of Justice Mamnoon Rahman and Justice Khandaker Diliruzzaman passed the order after holding hearing on a time prayer filed by the NTRCA.
Earlier on May 6 this year, the HC stayed the circular of the NTRCA for seven days as the organisation violates courts earlier directives.
The court also ordered the NTRCA to recommend in seven days the names of 1484 registered candidates who filed contempt of court petitions against the NTRCA to appoint them in the vacant MPO posts of the non-governmental educational institutions.
The High Court has also asked the NTRCA to submit a report after complying with the directive to the court by May 18. But the NTRCA did not comply with the order within the stipulated time fixed by the court.
Later the case came to the cause-list on Sunday and after hearing the lawyers, the court extended the stay order for one week, said Advocate SiddiqUllah Miah who appeared at the court for 557 petitioners.
The High Court on December 14 in 2017 following a few hundred writ petitions filed by 17,000 candidates directed the NTRCA to prepare a merit list of the candidates who have passed the registration tests for appointment as teachers.
The NTRCA had been asked to make the merit list in 90 days after receiving the HC directive. As the NTRCA did not comply with the directive, 1,484 candidates filed more than 20 contempt of court petitions with the HC in 2019 against the NTRCA.
Following the petitions, the HC on different days in 2019 issued separate contempt of court rulings against the NTRCA.
Although the contempt rulings were pending, the NTRCA on March 30 issued a mass circular for appointing around 54,304 teachers for the private schools, colleges and madrasas across the country, lawyer SiddiqUllah Miah said.
In the meantime the contempt petitions came up before the High Court bench led by Justice Mamnoon Rahman for further hearing. After hearing arguments from the petitioners’ counsels, the HC bench delivered the order.
