No arrest in plain clothes, says NHRC boss

The chairman of National Human Rights Commission (NHRC) of Bangladesh Professor Dr Mizanur Rahman Khan urged the law enforcing agencies not to arrest anybody from anywhere in plane-clothes.
“Cop members must show their identity cards to him whom they want to arrest and must ensure his safety after picking up.”
Law enforcers may arrest anybody in the presence of at least two local persons as witnesses and produce him or her in the court within 24 hours after arrest.
Death under police custody continues and it must be stopped.
The NHRC chairman said this while addressing a seminar tilted “Death in torturing at police custody: preventing” at Azizur Rahman Conference Hall in the city’s Kawran Bazar area on Tuesday afternoon.
He said that the members of law enforcing agencies should not turn into terrorists in the name of resisting terrorism in the country.
“The state should ensure the security and uphold the humanity of the people,” the NHRC chairman said. He urged the Home Ministry to supply the necessary documents and reports of arrest to the NHRC office within 24 hours.
Liyal Sunga, Professor of Raul Walenbarg Institute of Human Rights in Sweden, SM Masum Billah, PHd researchers of Victoria University in New Zilan, Rajshahi University Law Department’s Associate Professor Abdul Alim and member of Jamakan MS Arma Dutta, among others, were present at the event.
