Prime Minister Sheikh Hasina on Wednesday underscored the need for having proper knowledge about the defense and the national security by the persons in the civil administration.
The Prime Minister expressed this view while addressing the 15th joint meeting of the Governing Bodies of National Defence College-NDC and the Defence Services Command and Staff College (DSCSC) at the Armed Forces Division in Dhaka Cantonment.
Hasina said that in the present world, the area of the defense – meaning the national security – has widened manifold.
She said that apart from the concept of the existing state security, the security of the individual, economy, national prosperity and environment has been included in the national security.
“So, like the person in the defense force the people engaged in the civil administration should have proper knowledge about the defense and the national security.”
The Prime Minister said the NDC and DSCSC, the country’s two reputed educational institutions, are already well-known at home and abroad for providing quality and time-befitting education.
Terming as endless the contribution of the two institutions in achieving professionalism and efficiency by the members of the Bangladesh Armed Forces, she asked the members of the governing bodies to strive to make the NDC and DSCSC most modern and more time-befitting.
Hasina said that she is happy to know that the officers of the armed forces of 37 friendly countries have so far taken training from the two institutions – NDC and DSCSC.
These officers were later appointed to important posts in their respective countries, she added.
The Prime Minister mentioned that these two institutions have been playing important role in projecting Bangladesh internationally along with further strengthening the country’s relations with the outside world.
She expressed the hope that the success of the two institutions would continue and they would make contribution to enhance the professional efficiency of the armed forces by imparting better training.
She said the National Defence College (NDC) has been performing its responsibility with utmost efficiency to provide training to the members of the defence forces and civil administration.
A positive impact of this type of training is already being witnessed in the defense forces and civil administration, she added.
Hasina extended her sincere thanks and expressed gratitude to all including commandants, trainers, officials and employees who have been contributing since the establishment of the NDC and the DSCSC.
She said that she is also happy to know that the administration of these institutions has been able to earn significant success by accomplishing the responsibilities entrusted upon them smoothly through proper and optimum use of their resources, training tools, facilities and the allocated fund.
Highlighting her government’s steps for the development of the two institutions, the Prime Minister said that immediately after taking office in the previous term, her government had undertaken a project to expand the infrastructure facilities to meet training and housing demand.
Under the project, she said, the construction work of the Type-B Officers’ Quarters for the NDC has been completed, while the construction work of Type C and D Multistoried Residential Buildings for the officers is underway.
Hasina also mentioned that the construction work of multistoried officers’ residential building for the DSCSC has been completed, while a multistoried academic building is being built.
Security Adviser to the Prime Minister Maj Gen (retd) Tarique Ahmed Siddique, Chiefs of the three services, and Secretaries of Public Administration, Finance, Defense, Foreign and Education Ministries were among others, present.
