Consensus of CPA & PSC: NCT to be operated by 2 separate operators

Chittagong Port Authority(CPA) and the Parliamentary Standing Committee on Shipping Ministry reached in consensus to operate the New Mooring Container Terminal(NCT) for interim period .
 Private berth operator Saif Power at present operating the NCT under DPM . The duration of SP will expire on December 31 next. Following the decisions of not operation of NCT with the existing DPM system, CPA begins process for inviting separate tenders for 4 berth of NCT keeping reserve one berth for Pangaon ICD.
 Instantly PSC informed the CPA to refrain from operating the NCT separately and will not be allowed divisions in NCT operations. The CPA proposed new proposal for NCT operation which was approved by the PSC. The new CPA method proposed out of 5 berths of NCT, one berth should be reserved for Pangaon ICD, No.2 & 3 berths and No. 4& 5 berths to be declared as NCT-1 and NCT-2 respectively. These proposed NCT-1, NCT-2 will be operated by 2 separate terminal operators and these new operators will be assigned through competitive tenders.
Chairman of PSC Rafiqul Islam MP told that committee wants to operate the newly built NCT in full swing within short possible time.
As per govt policy and the earlier recommendations of the PSC , private terminal operator to be appointed through international bid and the appointed operator will conduct berth operations by using their own handling equipments.
But the appointment of terminal operator is a time factor and hence separate container handling operator instead of terminal operator need to be appointed for the interim period.
It is learnt CPA is advancing ahead to formulate tender papers for inviting tenders for Terminal operator following the CPA proposals and subsequent approvals with directives of PSC.
 Mentionable that the construction work of NCT was completed 7 years ago but it could not be operated in full swing due to operator appointment complications . But in the meantime, Saif Power has been engaged as berth operator for NCT with DPM policy without competitive tender.
 On the other hand, Bandar Rakkha parishad led by former city Mayor and city AL president AMB Mohiuddin Chowdhury launched movement for the last few months for operating the NCT with own management of CPA and declaring the Saif Power Tec as black listed in Chittagong Port.
Mentionable that there are 5 berths in one kilometer long NCT with berthing capacity of 5 vessels at a time and handling capacity of 5 lakh TEUs containers in a year.
At present, CP has capacity of berthing 17 vessels at a time and after full swing operation of NCT, 22 foreign vessels can be accommodated in CP at a time, port sources said.
