The teachers of the nationalised colleges are deprived all kinds of post-retirement benefits as they are yet to get permanency in their jobs due to lack of rules and regulations.
Many of them are depriving of promotions due to the unexpected delaying to make rules in this regard by the authority of Secondary and Higher Education Division (SHED), several teachers alleged.
Under this circumstances, Bangladesh Government College Teachers’ Forum (BGCTF) urged the authorities concerned to take initiatives immediately.
Belayet Hossain Talukder, Additional Secretary of Secondary and Higher Education Division of Education Ministry, told The New Nation over phone on Sunday, “It is a long time procedure. Public Administration and Finance Ministry are involved in the process. That is why it takes time.”
“However, we are working to remove complexity,” he added.
Md Forhad Hossain, Deputy Secretary of the Education Ministry, said, “It is a complex procedure as there are no previous rules and regulations. However, we are trying to sort it out sooner. We have already held several meetings but yet to reach any concrete decision.”
Mir Rahat Masum, Assistant Director of the SHED, said that they are working to resolve the crisis.
BGCTF sources said that they have requested the Education Ministry Secretary and Director General of SHED for taking proper steps to regularised the teachers, specially the teachers who are above 50 years, but the demand is yet to be implemented. Considering the importance of the demand, a letter signed by Deputy Secretary
Md Forhad Hossain was sent to DG of SHED on September 14 this year to take initiatives to regularize and promote all the nationalized college teachers. But the decision is still pending.
Finding no other way, the leaders of the BGCTF met education ministry secretary on October 27 and placed explanations in favour of their demand. They also requested him to take steps immediately by removing all complexities.
Following the request, the Secretary and the authority of the SHED assured them of realising the demand as soon as possible. But the assurance is still pending due to unknown reason, they said.
It is learnt that nine teachers of different discipline of the nationalized Mujibnagar Government Degree College in Meherpur-Md Rezaul Haque, Md Morad Hossain, Md Jamal Uddin, Md Jahir Hossain, Md Oahiduzzaman, Fatema Nazmun Nahar, Md Abul Kalam Azad, Ahsan Habib, and Rabiul Awal-were appointed lecturer on Ad Hoc basis under the “Adaptation Rules 2000.”
They are serving their jobs in the college as BCS (General Education) cadre from July 26, 2012 and their service was regularized on March 3, 2016. But the teachers are yet to get permanency in their posts.
As per the government service cadre rules, the requited officers would get permanency in their jobs by successfully completion of divisional exams and attending fundamental training within two years from the regularization if the officers were not involved in any offence during this time.
But the rules relax the conditions for the officers, who have already crossed 50 years age limit. Under the rule, the nine teachers were supposed to be get permanent as they are 50 years old.
Like them, many teachers of the nationalized government colleges are either going to post retirement leave (PRL) or about to go PRL without ensuring all kind of post retirement government benefits as they are not permanent in their jobs.
Under this situation, the SHED is planning to issue Special Rules of Ordinance (SRO) the teachers who have already crossed 50 years old.
