Most of the private universities are running their academic activities without permanent campus defying the University Grants Commission’s (UGC) rules in this regard.
According to the government rules, a private university should operate in a permanent campus within seven years of its establishment. But only three private universities out of 104 have permanent campus and others are running in small rented establishments. As a result, around 350,000 students of such universities are deprived of proper education, UGC officials said.
As per data of the UGC, the Ahsanullah Science and Technology University (AUST), East West University (EWU) and City University (CU) are conducting the academic activities in permanent campus having certification from UGC and 16 have been running academic activities partially at the under construction campuses.
Besides, 34 out of 54 universities have not yet fulfilled the conditions needed to move to their own campus though the UGC extended the timeframe (sixth time) for the universities to meet the required conditions.
The North South University (NSU), Independent University Bangladesh (IUB), American International University Bangladesh (AIUB) and University of Asia Pacific (UAP) also moved to their own campus, but kept their city (Dhaka) branches open violating the UGC rules.
Earlier, the UGC closed the Darul Ihsan University opened branches and sold certificates across the country. Stern action was taken against another five universities over the last 27 years.
“The UGC should not be approved any new private university without fulfilling the conditions. It should also show zero tolerance against irregularities by the private universities,” Dhaka University former Vice-Chancellor Prof. Dr AAMS Arefin Siddique told The New Nation.
He said allegations of ‘certificate business’ have been raised against some private varsities. The UGC must take stern actions against the authorities of such private varsities.
University Grants Commission (UGC) Member Prof Dr Shazzad Hossen told The New Nation, “Most of the universities do not abide by the rules and regulations of the UGC Act in 2010. But, we have already taken several steps so that the private varsities abide by the rules.”
“Above all, we need support from the Education Ministry to enforce the UGC rules for ensuring a proper academic atmosphere in private varsities,” he added.
