Ministers could appoint their favourites APS

The government on Thursday finally gave permission to the Ministers, State Ministers and Deputy Ministers to appoint their favourite persons their assistant personal secretaries dismissing all the speculations.
The government on Wednesday appointed personal secretaries new Ministers, State Ministers and Deputy Ministers without their knowledge.
The high official of the government thought not to appoint assistant personal secretaries on the
political basis. They have planed to bring the officials from the Bangladesh Civil Service cadres.
State Minister for Public Administration Forhad Hossain confirmed the matter to the journalists at the Secretariat on Thursday.
“Our target is to become the middle income country within a short time. In order to achieve it, the personal secretaries to the ministers have been appointed considering their skills and honesty and sincerity in their duties,” he said.
“We hope that the future governments will follow the system in the interest of the country,” the State Minister said.
The ministry sources said a draft had been sent to the Prime Minister’s Office to get nod of the Prime Minister to appoint APS from BCS cadres. But the Prime Minister asked the ministry to follow the previous system.
The new APSs must have educational qualification as per the first class official appointment rules. No disqualified one will be entertained as APS of any minister although he or she is the most favourite of them, the Ministry sources said.
It may be mentioned that the Anti-Corruption Commission (ACC) suggested the government to appoint the personal secretaries checking their professional career.
The ACC also recommended to appoint the APS from the BSC Cadres. It strongly opposed the appointment on the basis of the politics.
“Most of the APSs of the immediate past government were involved in different types of corruption. Someone was also more powerful than the ministers. That is why the ACC suggested the government to appoint APS from BCS cadres with a view to reducing corruption,” an official of the ACC told The New Nation on Thursday.
