MEDIA report in a national daily on Monday said that allegation of massive corruption has been raised against the contractor of Rakar Trade Corporation who had withdrawn the entire amount of the bill through forgery without completing the construction work of Filaria and General Hospital at Savar in the outskirt of capital Dhaka in eight years. During tender participation, the owner of the firm Habibur Rahman had also submitted fake documents of bank guaranty, pay order, bank officials’ signatures and the seal. He even submitted his false trade license, his own photo and address.
The Ministry of Social welfare in joint cooperation with ICAB (Institute of Allergy and Clinical Emu logy Bangladesh) started the construction work of the 50-bed hospital in 2011-2012 at a cost of Tk 12 crore. Only four- story of the building have been constructed out of total eleven storied in eight years. The owner of the firm is now absconding and threatening the hospital authorities through his hired goons. Even he gave death threat to the chairman of ICAB, Prof. Dr. Moazzem Hossain, asking him to disturb him regarding the hospital building. Currently, 100 to 150 patients are taking treatment at the hospital’s outdoor.
Meanwhile, Rapid Action Battalion (RAB) officials are in the field in search of the contractor. The matter has also been informed to the higher authorities of the Anti-Corruption Commission (ACC).
It is to be noted that Lymphatic Filariasis, also known as Elephantiasis, is parasitic infection transmitted to humans through the bite of infested Aedes, Culex, Anopheles and Mansonia mosquitoes. In the human host, they reproduce and mature over a period of one year and live in the body for approximately 4 to 6 years. After 7-8 years, skin of the affected organ mainly legs, hands and sex organs folds and swells with deposit of odorous fluid and worms, causing pain and irritation.
According to WHO sources, about half of around 12 crore filariasis-affected people in the world are in this sub-continent.
As the government has adopted a zero-tolerance policy in the country’s health sector, marred by allegations of irregularities, corruption and fraud, the ACC must come forward to bring this fraud contractor to book for severe punishment by way of thorough investigations.
