Development Projects of Hossainpur Upazila Local Government Engineering Department (LGED) in Kishoreganj have come to a standstill due to manpower crisis. Unlike 18 posts, 13 posts have been vacant for a long time. Upazila Engineer AZ M Rakibul Ahsan’s post became vacant on February 11 last year due to transfer. After that, Assistant Engineer Ghalib Murshed was performing additional duties as Upazila Engineering Officer. The complications of him and his departure for training earlier this month have become more apparent. The Upazila Engineering Department sent letters to the district engineer more than once to resolve the manpower crisis. However, due to lack of solution, the contractors are doing low quality work on their own.
On the other hand, it is not possible to send the required demand by identifying the problems of the project as there is stagnation in the implementation of various projects.
According to the sources of the Upazila Engineering Department, all the posts which have vacant manpower but letters have been sent to fill them but they have not been filled so far are (1) Upazila Engineer, (2) two Deputy Assistant Engineers, Designer One, Assistant Four, Accountant, Office Assistant, Office Assistant cum Computer Operator and Office Assistant.
Besides, Syed Mohiuddin, the community organizer of the department and Nusrat Yasmin, the work assistant (project) are also on deputation in the district engineering department.
MA Halim, president of Hossainpur Upazila Contractors Association and a member of the district A-League, said development projects were facing major hurdles due to manpower crisis. That is why work on Kawna Bridge and Hossainpur-Bakchanda road is not being completed.
Kishoreganj District Executive Engineer Md. Abdul Baki said the higher authorities have been informed to fill the manpower as per the demand.
