Several lakh Liquefied Petroleum (LP) gas consumers have now become hostages under a group or syndicate of LP gas cylinder fillers and traders in Sylhet. These rowdy elements has been filling the cylinders 8%-25% less than the desired quantity of gas to be filled in each cylinder. Sometimes, it has been alleged by some users that even half of the quantity of LP gas is hardly available in some cylinders.
Price-hike, through creating artificial crisis of LPG and pilferage in filling it (LPG) the consumers have been left acute suffers and losers.
It has been alleged that owing to some corrupt officials and employees of LPG at Kailashtila, shortage in LPG is caused in cylinders by dealers in Sylhet. In some cases dealers fill 3 Kilogrammes less than the required quantity. For this, it has been alleged that 8%-25% gas have been fallen short per cylinder. Some Petroleum, Octane and LPG dealers of Padma, Magna and Jumuna Oil companies, on condition of anonymity told this correspondent that pilferage in bottling cylinder gas is fact. Bangladesh Petroleum Corporation (BPC), oil dealers have been pilfering LGP since long. Dealers of BPC oil companies have been alleging against the aforesaid pilferage, for which the consumers of LPG have to buy 8%-25% water per LPG filled cylinder. Sometimes it has been alleged by some consumers that oven does not burn even the cylinder feels heavy. If the cylinder is shaken, presence of liquid substance is detected. Sometimes it has been found in overturning a cylinder, water (weighs 3 Kilogramms) can be detected and ousted through nozzle pipe.
In order to save public and foreign exchange, the government established an LPG plant at Kailashtila with the cost of Tk 38 crore. Later on in 2007, other LPG fractionation plant has been established under project-2 with the cost of Tk 106 crore beside the first one. For NLG, the first project and second one (Fractionation Plant) have been established and by Padma Oil Company. Jamuna Oil Company and Megna Oil Company have been dealing in LPG through the aforesaid companies dealers. The gas drilled in the country has not been used not more than. 10 percent in house-hold or domestic sector. The LPG dealers of Padma, Jamuna and Megna Oil Companies alleged that although each cylinder is due to be filled with 12-kilograms but each cylinder hardly contains 11 Kg. In order to decrease pressure the government has been paying Tk 722.14 per bottle. Annually the deficit is Tk 115.45 crore. As per statistics, LP gas connection was introduced in 2010 when its demand was 80,000 tons, where as the demand exceeded 8 lakh ton per year now. The concerned experts opine, the whirl wind campaigns of inspection in bottling sites should be launched in order to sop pilferage and giving less quantity, adding water in cylinders in lieu of LPG.
