Ministry of Roads and Bridges in a circular imposed some restrictions over using of imported Bitumin in road carpetting works recently following the allegations of damaging the road carpettiing in different parts of the country.
The circular also asked the contractors of the sector to use 60-70 grade quality . It is learnt from the reliable sources that despite passing of four years since 2015, the directives of the Ministry yet to be complied perfectly. Sources said the use of low quality Iranian Bitumin is being used randomly .
These imported Bitumin are brought filled in drum which later selling by the importer in a liquid form by metlting the solid bitumin ,sources added. In early such type of Bitumin melting factory were set up near the chattogram port areas but now such melting factory installed near a police station , as alleged.
Law enforcing agencies are looking after the matter of melting the low qualituy Bitumin as well as the supervising authorities are totally silent over use low quality Bitumin. It is learned, the unscrupulous importer used to import these low quality Bitumi n from middle eastern countries at a cheap price than the prices of the products of Eastern Refinery . And hence, the traders had scope to sell these imported Bitumin in a less prices to attract the users/contractors. These imported Bitumin are sustained only in dry or winter season but begining of the incessant rains, the carpetting of road gradually damage by the pressure of the transport wheels which ultimately creates holes on the thoroughfares. Due to heavy temperature, these low quality Bitumin melted on roads hampering movement of the transports, sources alleged.After end of monsoon, R&H deptt, LGED, CCC and poura authorities started repairing of the roads with the low quality bitumin .
Concerned authorities should look after the matter aimed to sustain the repairing and renovation works of the road and highway . A local sources of Noakhali and in city told that bitiumin melting factories set up in two places beside dhaka-Chattogram highway and one in Noakhali beside highway. The total demands of bitumin in Bangladesh is about 4 lakh tons. Eastern Refifnery produce 70 thousand tons and some reputed importers including BTerminal import huge bitumin .
On the other hand, some unscrupulous importers bring low qualitybitumin from Middle east countries in a cheap price and low quality.Managing Director ofERL Eng.Azharul Hoquetold that the main conditions to the contractors to use quality Bitumin but we are awared about the use of low quality Bitumin which melted in the country after import in compact form.
