LBA bill goes to Rajya Sabha again today

CM Kajawl :The constitution amendment bill for the ratification of Land Boundary Agreement (LBA) between Bangladesh and India is going to be placed at Rajya Sabha, the upper house of Indian parliament, again today (Monday) for making some corrections in the draft. According to the media reports of India, some errors were found in the draft of the constitution amendment after its passage in the Rajya Sabha on May 6. So, the bill was sent back to the Rajya Sabha to pass it again after removing mistakes. In the draft of the bill, the amendment was mentioned as the 119th amendment, 2013, but in fact it was the 100th amendment, 2015. Apart from that, the Indian legislators also marked some other errors, which are required to the corrected. Though the proceedings of Rajya Sabha in the remaining days of this session has become uncertain due to a controversy on the allegation of corruption against a senior BJP leader, the opposition political parties, including Congress and Trinamool Congress, unanimously decided to sit together in the parliament to clear the constitution amendment bill. The present session of Rajya Sabha is scheduled to end on May 13. However, the corrected form of the bill was passed by Lok Sabha, the lower house of Indian parliament, on May 7. The passage of the bill will allow the ratification of LBA to realize the exchange of 162 enclaves and solution to the disputes of adversely possessed lands and un-demarcated borders between the two countries.Once the constitution amendment bill is passed, the both countries would not take much time to operationalize the LBA and solve the long-standing disputes, the State Minister for Foreign Affairs Shahriar Alam said.”We’ll work together to implement the LBA. The enclave dwellers will be able to remain in their respective places. They will also be given option to choose the country to live,” he said. Indian High Commissioner to Bangladesh Pankaj Saran also expressed hope that the Land Boundary Agreement between Bangladesh and India would be implemented soon and the enclave residents would obtain the citizenship of that country in which their enclaves are situated. After paying a visit to the enclave Dasiar Chhara enclave inside the Fulbari upazila of Kurigram district, the Indian envoy said the friendly relation between the two countries would be further deepened through the ratification of LBA.Meanwhile, the Indian Prime Minister Narendra Mondi discussed the process of the implementation of LBA with the Chief Minister of West Bengal Mamata Banerjee during his visit to the state on Saturday. The Indian premier also sought cooperation from Mamata Banerjee to strike the Teesta water sharing deal with Bangladesh.
