Judicial procedures at the Women and Child Repression Tribunals in Chittagong are being hampered owing to a lack of judges. As a result, the congestion of pending cases is increasing day by day.
According to sources, a total of 13,815 cases are pending are the Women and Child Repression Tribunals in Chittagong at present.
Sources said there are three courts under the Women and Child Repression Tribunal in Chittagong. Only one judge named Begum Roksana Parvin is working now at the Women and Child Repression Tribunal-1 in Chittagong, while there is no judge at the rest two courts.
The judge of Women and Child Repression Tribunal-2 Mohammed Selim Meah was transferred six months ago while judge of Women and Child Repression Tribunals-3 Dilip Devnath was transferred 13 months ago. As a result, the trial proceedings at the courts are being hampered severely.
Sources also said out of the total of 13,815 pending cases with the three tribunals, 4,462 are under trial before Women and Child Repression Tribunal-1, 5,139 before Women and Child Repression Tribunal-2 and 4,214 before Women and Child Repression Tribunal-3.
Sources said Women and Child Repression Tribunal-1 announced the verdicts of 262 cases, Women and Child Repression Tribunal-2 announced the verdicts of 120 cases and Women and Child Repression Tribunal-3 announced the verdicts of 80 cases in last eight months. The government has formed Women and Child Repression Tribunal in Chittagong in 1996. At that time, there was only one court. Later, the government has formed two other courts to deal with the increasing pressure of cases.
Meanwhile, the government has formed separate prosecution branches for three courts of Women and Child Repression Tribunals in Chittagong on August 20 in 2014. Public Prosecutor (PP) Advocate Fakhruddin Chowdhury said, “Earlier, metropolitan magistrates used to record the statements of victim under section 22 and statements of accused under section 164. But, now, the judges of the Women and Child Repression Tribunals are recording the said statements after setting the separate prosecution branches for three courts.”
Assistant Commissioner (Prosecution) of Chittagong Metropolitan Police (CMP) Nirmalendu Bikash Chakrobarti said, “Meanwhile, the government has finalized the appointment of GRO for tribunals. In the meantime one Sub Inspector and two constables have started work with the tribunals.”
He also said, “We need two more GRO for our three tribunals as the congestion of cases is increasing day by day before the Women and Child Repression Tribunals in Chittagong.”
