With a view to ensuring the fundamental rights of mass people and expediting the economic progress of Bangladesh to further improve the living of all, the Jatiya Sangsad passed the Public-Private Partnership Bill-2015.
The bill was unanimously passed in the House on Monday with Speaker Dr Shirin Sharmin Chaudhury in the chair, through voice votes.Agriculture Minister Begum Matia Chowdhury, also in-charge of the parliamentary affairs in the Prime Minister’s office, proposed the bill highlighting its salient features that would ensure tremendous investment from local and foreign entrepreneurs in infrastructure development both in public and private sectors.
Chairman of the standing committee on law, justice and parliamentary affairs ministry Suranjit Sengupta submitted the final report after scrutiny of the bill, which was tabled in the parliament on February 1, 2015. Earlier, the ‘Policy and Strategy for Public Private Partnership (PSPPP), 2010’ was formulated in a bid to expedite economic development of Bangladesh and execute 42 undergoing projects under the PPP.
Later, initiatives were undertaken to give a legal status to the PSPPP through an amendment to be regarded as the Public-Private Partnership Law, 2015. Matia Chowdhury quoting the bill said there would be a single approval and reporting body for the PPP, an Advisory Council with the Prime Minister as Chairperson, the Finance Minister as the Vice chairman, and relevant ministers as ad-hoc members based on a project by project basis.
