Reports on three bills were placed separately in Parliament on Sunday by the chairmen of the respective Parliamentary Standing Committees.
M Faruk Khan, chairman of the Parliamentary Standing Committee on Civil Aviation and Tourism Ministry, placed the report on the ‘Bangladesh Hotels and Restaurants Bill, 2014’ that seeks to ensure transparent and skilled management, controlling the quality of services and facilities and ensuring proper management to promote tourism in the country.
This Bill will replace the ‘Bangladesh Hotels and Restaurants Ordinance, 1982’ which was scrapped
due to a verdict of the Supreme Court that annulled all ordinances made during the Martial Law regimes.
The proposed law provided for increased punishment for violating any rules as not more than six months imprisonment or Tk 200,000 fine or both.
The proposed law has a provision for chemical examination of drinks and foods of a hotel or restaurant. For establishing a three-star hotel or above, an NOC will have to be taken from the government. The owners of the hotels and restaurants will also have to renew the license every three years.
Chairman of the Parliamentary Standing Committee on Finance Ministry Dr M Abdur Razzaque submitted the report on the ‘Rajshahi Krishi Unnayan Bank Bill, 2014’ that seeks to boost the agricultural activities in the north-eastern region of the country through increasing the credit flow.
This bill will replace the ‘Rajshahi Krishi Unnayan Bank Ordinance, 1986’ which was promulgated through an ordinance during the regime of military ruler HM Ershad.
In the objectives of the Bill, it was stated that the ordinances promulgated during the martial law regimes were scrapped by a Supreme Court verdict. As a result, this Ordinance which was promulgated in 1986 has to be scrapped.
The new Bill in Bangla will replace the Ordinance after amendments and corrections.
The Bill said that agriculture means the raising of crops of any kind, horticulture, forestry, fishery, animal husbandry, poultry farming, dairy, bee-keeping, sericulture and other agro-industries.
The Head office of the Bank shall be at Rajshahi and may be shifted to such other place within the Rajshahi Division as the Government may direct from time to time. The Bank may open such other offices and branches at such places as it may consider necessary.
Under the Bill, the authorised capital of the Bank has been raised to Tk 1000 crore from Tk 150 crore. The Government may increase it from time to time according to the requirements of the Bank and in such form and manner as may be prescribed.
