Jiban Bima Corporation: Irregularities in recruiting process

Allegations of serious irregularities and bribery have been raised against few senior officials of the Jiban Bima Corporation regarding the recent recruitment in two posts of IT section.
It is alleged that two candidates, who received their appointment letters on January 21 and 22 in 2018 as System Analyst and Senior System Analyst, were not eligible even to apply to the posts. Nevertheless, they were selected in exchange of a large amount of money, which created a widespread anger in the department.
Sources said, some senior officials of the Jiban Bima Corporation began making deals with candidates after the advertisement for the recruitment of Senior System Analyst, System Analyst and Programmer was published in the website of the institution and finally they appointed two ineligible candidates.

 Analyst and Md Mehedi Hasan as System Analyst. Both of them did not have the qualifications to apply.
Sources said, the applicants applied for the posts through online process and they were not required to submit any document. The written examination qualifiers only submitted their documents.
One of the members of the application scrutinizing committee said on condition of anonymity that their committee scrutinized the documents of the written qualifiers. They found some defective applications as there were no required documents.
Finally, a short-list was prepared by the scrutinizing committee for viva where two appointed candidates’ name was not present. Yet Jiban Bima Corporation’s Managing Director M Farhad Hossain and General Manager (Administration) Md Abdul Aziz called them in the viva voce and appointed them over-ruling scrutinizing committee’s objection.
It was found in the investigation that Jiban Bima Corporation appointed Abu Abed Mohammad Shohaeb as Senior System Analyst on January 22 in 2018 though he did not have the qualification to apply in this post.
The circular said, an applicant of this post must have the qualifications of Master Degree or have the Graduation Degree in Engineering or in Computer Science. In addition the applicant must have minimum five years experience as a System Analyst or two years experience in case of Graduation Degree in Engineering or in Computer Science. But Abu Abed Mohammad Shohaeb did not have the said experience. Mohammad Shohaeb had the experience of working as a Programmer in the SPIMS project of the Planning Commission since 2015. And he never worked as a System Analyst anywhere in the country and it was the mandatory condition to apply for the said post.
Though he submitted a letter of two years’ experience as a System Analyst, he did not have the opportunity to do so.
He completed his graduation in 2007 in a private university and is now studying Professional Master of Science in Computer Science and Engineering department of Jahangirnagar University in 12th batch. As per rule, he will have to gather the experience from any government, semi-government or autonomous bodies after completing his Master Degree.
Sources said, a person has no chance to work as System Analyst directly after his graduation. He/she must have the experience of Assistant Programmer, Programmer and Senior Programmer to get the job of System Analyst. But it was not found that Mohammad Shohaeb worked as a System Analyst in his any previous job stations. Md Mehedi Hasan, who was appointed in the post of System Analyst, had no required experience to apply for the job. He worked as a Product Specialist in an institution named Reve Systems for four years. At first he was a Junior Engineer, then Engineer and then Product Specialist. He never worked as an Assistant Programmer or a Programmer.
As per the circulation, a candidate must have the experience as a Programmer or an Assistant System Analyst for minimum two years. But Farhad Hossain, Managing Director of Jiban Bima Corporation, said, “The authority have appointed them in the two posts abiding by all the rules. No irregularity happened in the appointment process.”
Md Abdul Aziz, General Manager (Administration) of Jiban Bima Corporation, said that they also found the same allegation. Then they internally investigated it and found no irregularity in the recruiting process. Some corners are trying to destroy corporation’s image intentionally, he said.
