A three-day international conference on public procurement will begin in the city on November 1 aiming to ensure effective and efficient public procurement service using online technology.
Central Procurement Technical Unit (CPTU) is organizing the “Third South Asia Regional Public Procurement Conference” with the theme “Innovation for Sustainable Procurement Performance”.
Government officials, representatives of development partners, private offices and civil societies of eight South Asian countries are expected to participate to share knowledge in public procurement.
Besides, representatives of Latin American Regional Public Procurement Network, the European Procurement Network and Chartered Institute of
Purchasing and Supply (CIPS)are also scheduled to attend the conference.
Talking about the upcoming event, CPTU Director General M Faruque Hossain said the conference would focus on how the public procurement can be more functional with the use of online technology.
“Utmost importance will be given to find out a solution to upgrade internet technology regarding public procurement,” he added.
Faruque Hossain noted professionalism in public procurement in the country is totally absent and, that is why, this issue is needed to be addressed in
the conference.
Besides, some framework agreements, issue like public-private partnership
in public procurement will also be addressed, said the CPTU Director General.
The conference would discuss setting out some measurement tools to
determine performance in the public procurement.
About the outcome of the conference, Faruque Hossain Said, “We are
expecting a timeline based method as well as a modern executing method in
public procurement through this conference.”
According to CPTU, Information and communication technology in public
procurement is now being used rapidly. Since 2011, electronic government
procurement is taking place in Bangladesh. Till July of this year, 98
government organizations under 24 ministries are using e-GP for their
procurement activities. As a result, transparency, accountability and open
competition have been ensured at a large scale.
The First South Asia Regional Public Procurement Conference was held in
April 2011 in Kathmandu, Nepal, while the Second Conference was held in
Pakistan’s capital Islamabad in March 2014.
