PM asks Public Admn: Implement decisions with a team work

Prime Minister Sheikh Hasina on Sunday asked the Ministry of Public Administration to be prompt in dealing with the files of other ministries and divisions so that their proposals do not face any unnecessary delay.
In her introductory speech at a meeting with senior officials of the ministry at its conference room, the Prime Minister also instructed its officials to take steps for filling vacancies in various ministries to bring more dynamism into the civil administration.
“This ministry (Public Administration) has greater a responsibility…always remain attentive so that proposals from other ministries don’t remain shelved…these have to be dealt with speedily,” she said.
Sheikh Hasina also directed the ministry officials to look into matters like quick creation of posts and laying out organograms, and implement decisions with a team work to yield better outcomes.
She also put emphasis on upgrading all old laws and policies for bringing dynamism in the administration.
“Keep in mind the needs and demands of next 20-25 years before formulating any development programmes, especially that of infrastructural development,” the Prime Minister added. Besides, she asked them to involve local people to execute any development initiatives.
About splitting Dhaka Division, Hasina said this division with 17 districts is densely populated and it is very hard to run the administration from here.
She said an announcement has already been made to turn Mymensingh into a new division, but it would have been better had there been three divisions in Dhaka.
The Prime Minister, however, said the Dhaka Division would now be split into two divisions-Dhaka and Mymensingh, “This has to be done speedily because the longer it will take time the greater complexities will be there.”
Hasina said, the common people would get more services with the splitting of the Dhaka Division alongside expansion of the administration.
The Prime Minister also underscored the need for ensuring necessary public infrastructures in Rangpur, Sylhet and Barisal divisions.
Terming the Public Administration ministry the heart of the country’s civil administration, Hasina said the responsibilities of this ministry are arranging appointments, promotions, field administration management, administrative reforms and human resource development of the civil administration.
About the recommendations of the Pay and Services Comission-2013, Hasina said her government has already received the recommendations while a committee has been formed to review the recommendations. She said implementation of the new pay scale would start after getting the report of the review committee.
The Prime Minister mentioned that some 17,846 officials have so far been appointed through six BCS exams from 28th to 33rd BCS while a process is underway to appoint some 2,557 officials through 34th BCS and some 1,803 officials through 35th BCS. In this connection, Hasina suggested the Bangladesh Public Service Commission to speed up the recruitment process and set up some wings at the PSC in such disciplines where manpower is needed to be appointed in a large number like teachers, doctors and police.
