Huge irregularities in Skills Dev Project

The Implementation, Monitoring and Evaluation Division of Planning Ministry has found numerous irregularities in the activities of Skills Development Project under the Education Ministry.
The officials of the projects plundered about Tk eight crore from the project fund.
It was found in the Project Completion Report recently.
Additional Secretary (Technical) Ashok Chowdhury said that he received the report, but did not read it in details. “The ministry must take stern action against the officials if found involved with irregularities,” he said.  
The Education Ministry sources said the ministry launched the Skills Development Project in 2013 with a view to ensuring quality technical education.
The project was run by the government’s fund, donation of Swedish Development Co-operation and loan of Asian Development Bank.
The plan of the project was changed thrice. The expenditure of the project was estimated Tk 162, 68, 90,000. But, the project officials spent Tk 154, 54, 66,000 only and failed to show documents against the expenditure of the Tk eight crore.
Some unscrupulous officials also influenced the budget plan. The project needed 3,933 sets of equipments, but the plan argued that it needed 7,958 sets. Tk 22, 62, 13,000 was allocated for the equipment. The project officials spent Tk 20, 83, 00,000.
Tk 57, 74, 75,000 was spent out of Tk 63, 340, 2000 for the construction work. The officials were directed to construct 11, 065 square meters, but they constructed 21, 869 square meters. They did it just to hide their irregularities, the report said.
They swindled about Tk eight lakh from furniture. They spent Tk 2, 73, 82, 000 in manpower sector though Tk 2, 73, 82, 000 was allocated. The project officials documented that the number of staff and officials was 1920, but actually it was 1596.
The report said that the expected target remained behind due to reducing of the project expenditure, delaying appointment of instructor and changing its plan for many times.
It also blamed the lack of skills of the project officials for not getting utmost result.
The report asked the Education Ministry to investigate the irregularities of the project.
Secretary (Technical and Madrasa Department) of the Education Ministry Md Alamgir said, he is yet to receive any report. He will look into the matter after getting the report.
