At least 20 land grabbers occupied the huge hilly lands at Jangal Silimpur under Sitakunda thana in Chittagong.
They set up buildings and slums to occupy the government hills illegally. Despite the government’s decision to recover the lands of Jangal Silimpur, the occupiers remained ‘untouched.’ The grabbers occupied the hilly lands at Jangal Silimpur in the name of various organizations like Chinnumul Association, Shorbohara and Bastuhara Samity etc.
According to the locals at least 20 land grabbers are leading at least 11 organizations at Jangal Silimpur area to occupy the government hills there. Several cases were filed against the land grabbers.
Some of them are accused of 15 to 20 cases. But, all of them are occupying the lands and selling these by making plot to the people. The administration is yet to take action against the land grabbers, sources said.
Besides, politically influential quarters are also involved with the land grabbers. As a result, the hill side people are not shifting their dwelling places from risky areas.
Jangal Silimpur under Sitakunda thana is one of the risky areas where at least 5 to 7 thousand people are living at high risk by occupying the government lands and hills. The politically influential persons and 20 land grabbers occupied the lands and hills later they made slums, buildings and dwelling houses.
Sources said, the land grabbers firstly occupied the hilly lands and used to make slums.
The low income group people used to live in the slums who used to help the grabbers for illegal occupying of hilly lands. Later, the land grabbers used to sell the lands by making plots from the above mentions 11 organizations illegally. So, the locality is increasing at Jangal Silimpur under Sitakunda thana day by day.
Sources said, land grabber Ali Akkas, who was known as a follower of the incumbent Mayor A J M Nasir had started occupying hilly lands at Jangal Silimpur under Sitakunda thana in 2001 for first time. He used the name of Chinnomul Association for occupying the lands. Akkas was killed in 2010.
Later, several groups were formed and presently 11 organizations and 20 land grabbers are active at the Jangal Silimpur after the death of Akkas. Most of the land grabbers are followers of the ruling party top leaders. Now, Moshiur Rahman of ruling Awami League is leading the all land grabbers at the area, alleged the locals.
Chittagong Bostibashi Chinnomul Sangram Committee leading buy its president Sadekur Rahman and General Secretary Kazi Moshiur Rahman occupied maximum lands of the Jangal Silimpur area.
On the other hand, another alleged land grabber Rokon Uddin who is leading the Akkas Group alleged that Moshiur Rahman is accused of 20 cases including murder.
Locals and common people said that the land grabbers are maintaining terrorist groups. They used to occupy the lands by force. They used to sell the lands by fake documents. Locals said the government should take step to make the Jangal Silimpur terrorist free and recover the government hilly lands from the capture of land grabbers.
According to the sources, the 17th meeting of the Hills Management and Rehabilitation Committee of Chittagong is going to identify the illegal occupiers of the government hills.
At the 17th meeting of the Hills Management and Rehabilitation Committee of Chittagong Deputy Commissioner (DC) of Chittagong Mohammad Zillur Rahman Chowdhury expressed his dissatisfaction over the occupation of government hills in Chittagong. He said the illegal occupiers grabbed the Jangal Silimpur hills illegally.
He alleged that the illegal occupiers constructed buildings at the hills. “Several hundred buildings already been constructed while several hundred are being constructed on the government owned of Jangal Silimpur hills.”
He asked the Upazila Nirbahi Officer (UNO) of Sitakunda why he did not take step to evict the illegal occupiers from Jangal Silimpur hills till now. In the meeting, UNO said Jangal Silimpur hills are in remote areas. The occupiers constructed most modern road from Baizid Bostami to Jangal Silimpur hills. “I think, the road is more expensive than the CDA constructed roads.”
He said the occupiers and mafias who are patronized by the ruling Awami League leaders are making a separate city at government owned Jangal Silimpur hills. Zillur Rahman Chowdhury directed all official concerned to submit the list of the names who occupied government owned lans at city and rural areas of Chittagong including Jangal Silimpur hills. The district administration will evict all the illegal occupiers from government owned land at city and rural areas of Chittagong, he said.
But, the illegal occupiers of hills and hill side lands are yet to be evicted. Besides, the illegal dwellers of same areas are yet to be shifted from risk prone areas of Chittagong. Many illegal establishments are being constructed on the hills by cutting the soil of the hills in the port city Chittagong now. Chittagong District Administration will issue letter to the owners of hills to shift the people from hill side. If they fail to shift the people from risky areas, Chittagong District Administration will take action in this connection.
It may be mentioned that earlier in 2013, Chittagong District Administration took steps to evict the illegal constructions on the hills and hill side areas.
Chittagong District Administration had sent a letter to the Chittagong Development Authority (CDA) to inform about the permission for constructing multi-storied buildings on the hills, numbers of the buildings on the hills and hill side areas. In the letter, the Chittagong District Administration also wanted to know how CDA gave approval for constructing multi-storied buildings on the hills.
