Govt wants to change in NTRCA exams

The government wants to bring changes in the NTRCA examinations to recruit teachers for the non-government educational institutions as the existing system has found multiple problems.
Sources said that the concerned authority is going to amend the existing law of the NTRCA (Non-Government Teachers’ Registration and Certification Authority) to erase the ongoing system of examinations and proposed to change the existing name to Non-Government Teachers’ Selection Commission (NTSC).
The recruitment process will be done through the recommendation against the vacant posts, sources said.
Under the current system, NTRCA recommends the recruitment of teachers to the Monthly Pay Order (MPO) listed educational institutions.
Before the recommendation, written and viva-voce tests are hold to make a national merit list.
Then a circular is issued against the total number of vacant posts in the educational institutions. The candidates of the national merit list then apply against the vacant post. Finally, the NTRCA recommend for the recruitment.
But in this process, NTRCA faces a number of difficulties to make the list of vacant posts and final recruitment like delay in holding exams and publishing results.
Even many of these candidates go to court to get redress when they feel aggrieved for various irregularities in the recruitment process.
Against such a background, the education ministry is working on the formation of the NTSC led by a chairman with the rank of additional secretary and five members with the rank of joint secretary.
This Commission will hold exams and directly recommend for the recruitment of the teachers against the vacant posts.
There will be no NTRCA exams for getting a pool of candidates who are later recommended for recruitment. The new system will be like Public Service Commission, the sources said.
NTRCA Chairman Enamul Kader Khan told the media, “We are bringing major changes in NTRCA test. It has become difficult for collecting vacant posts, holding exams and recommending for recruitment. Even some educational institutions do not recruit teachers following our recommendation.”
“So we are formulating a draft for the amendment of the existing law. It is now under process and then will be sent to education minister for next course of steps,” he added.
The NTRCA examination was started in 2005 in a bid to recruit teachers in the non-government educational institutions.
