‘Govt to digitize land records’

Finance Minister Abul Maal Abdul Muhith on Thursday said the government would implement scientific land management and digitize the land records of our country.
“There is no alternative to proper land management system for attracting investment in agriculture and industry sectors. I must admit that we are trailing behind in this sector,” he said in budget speech 2014-15 in the Jatiya Sangsad.
The finance minister said in the case of land management, the core targets would be to carry the land-related services to the doorstep of the common people and make the whole process business-friendly.
“Accordingly, we want to introduce Authoritative Land Records (ALR),” he said adding that steps have already been taken to provide Authoritative Land Records in three upazilas by establishing networks in the Assistant Commissioner (Land) offices, Settlement Offices and Sub-register’s offices.
Gradually, the government will extend this programme countrywide, Muhith said.
The government took the initiative in the last term to digitalize land settlement and record keeping and currently land-zoning process is underway in another 40 districts, he said.

“Besides, the process of digital surveys and record updating has begun in five mouzas of Savar upazila in Dhaka district and 48 mouzas of Palash upazila in Narsingdi district,” he added. Implementation of Digital Land Management System (DLMS) in 45 upazilas of seven districts and making operational 20 land information service centres in 20 upazilas are underway, the finance minister said.
He added that computerization of existing records of right in 55 districts will be completed by the next fiscal year.
