Govt losing revenue amid Covid-19 pandemic

Government is losing huge amount of revenue due to mismanagement at the Dhaka Custom House due to lack of proper surveillance of the National Board of Revenue (NBR) during the Covid-19.
Economists said these mismanagements must be stopped to reach increasing target of revenue collection for the next fiscal year.
They said the NBR has already missed the July-March target of Tk 2.21 trillion by around Tk 561.4 billion.
The average growth in revenue in the last five fiscal years was 13.16 percent, but this year economists doubt whether the government can post even 1 or 2 percent growth on revenue. It’s been a slow grind for Bangladesh’s economy in terms of growth since the beginning of the fiscal year, with all the factors, except remittance, in the negative zone, impacting revenue.
Under the circumstance, the government has directed to keep the customs house open to keep the revenue collection normal and import-export normal during the Corona epidemic. But a massive mismanagement was seen at the custom house due to lack of NBR surveillance.
The government is losing crores of revenue due to some dishonest officials of the Custom House were not paying attention to the rules and regulations during the pandemic, the sources alleged.
Sources said Nusaiba Trading imported computer spears parts and different commercial goods from China on January 20 and Annan International (C&F) agent was responsible for unloading the products. But The Central Intelligence Cell (CIC) of the National Board of Revenue (NBR) suspended the unloading of the consignment.
Later, mysteriously, the Deputy Commissioner of Dhaka Airfreight of the Customs House recommended unloading the consignment. With the help of dishonest customs officials and their syndicate, the importer collected goods without paying more than Tk 54 lakh violating the laws of the NBR, the sources added.
Such incidents were occurred in the custom house randomly during the pandemic. Even, the incidents like change of HS code are also happening due to the mismanagement.
Denying the allegation, Moazzem Hossain, Commissioner of the Custom House, said, “Some vested quarters are spreading propaganda to tarnish the image of the Dhaka Custom. It is impossible to unload imported goods without paying revenue.”
Economists said, the revenue collection target has been further increased in the next financial year and to reach the target, these mismanagements must be stopped.
