Don’t produce under-trial prisoners in chains: HC

The High Court on Monday asked the authorities concerned to be careful so that no under-trial prisoner is produced before court fettered in chains.
An HC bench comprising Justice Obaidul Hassan and Justice Krishna Debnath passed the order after two prison officials sought unconditional apology for producing four accused, who have been languishing in jail without trial for over 10 years, fettered in chains. The HC also said the prisoners can be put in chains while being shifted to courts from jails for security reason. Earlier, on February 23, the High Court summoned the Deputy Inspector General (DIG) of prisons of Dhaka to appear before it to explain the incident where four accused were produced before it in chains. Following the HC order, the Deputy Inspector General (DIG) Touhidul Islam and Senior Jail supervisor Jahangir Kabir appeared before the court and sought unconditional apology.
On February 22, four enchained prisoners-Habibur Rahman, Moniruzzaman Munna, Nasir Uddin and Giasuddin-were produced before the HC following its previous order.
Habibur Rahman, Maniruzzaman Munna, Nasir Uddin and Giasuddin have been languishing in Satkhira District Jail since 2005 in a case filed under the Explosive Substances Act.
