Chief Election Commissioner (CEC) KM Nurul Huda has asked police authority not to harass Presiding Officers (POs) ahead of polls in the name of gathering information.
The CEC’s directive to police authority was given following a series of allegations reported in different dailies that police have been inquiring about POs personal history.
The Election Commission (EC) usually hires additional manpower as POs from government service holders other than law enforcement agencies for the purpose of ensuring safe casting of votes at polling centres during national election.
“We didn’t give you directive to gather information about POs by stepping up to their doors. You would not do it. Questions arose from this move. It is embarrassing for them (POs). We do not want you to do it. Don’t harass them,” KM Nurul Huda told top police officials during a briefing for lawmen at EC Bhaban in the city’s Agargaon yesterday.
Majority of Presiding Officers worked in the parliamentary elections in the past; therefore there is no need of gathering information about them afresh, the CEC said and advised lawmen to use secondary or secret sources to gather information about some newly appointed POs, if needed.
He also added: “There is no need of visiting their homes for inquiry.”
Inspector General of Police, Metropolitan Police Commissioners, Deputy Inspector Generals and Superintendent of Police from districts were present in the briefing.
The CEC has also asked police not to harass or arrest anyone without warrant based on specific allegations after announcement of election schedule. “I hope you are not doing such. Don’t file ‘harassment case’.”
Mentioning that the role of police is important in holding the national elections, the CEC said, “Please keep in mind that the election this year has manifold significance as all the political parties are willing to contest in the polls. We have taken all out preparations. The major role has to be played by police in election. Ensuring safety for voters and a safe environment for all is your duty. So, beware that no question arises by any of you.”
The CEC said the commission (EC) will keep vigil on your acts.
“Meanwhile, allegations came to the commission against you. No action will be taken without verifying the allegations. You do not need to be worried or panicked. You have full freedom. You just discharge your duty without fear for holding a free and fair election.”
The CEC said containing the post-election conflict is also the duty of police.
“Traditionally, it is your duty to keep vigil on curbing post-election conflicts. You will do your duty this year also. According to the Constitution, you will work within your authority. And, use your own judgment also. All of the government of Peoples’ Republic of Bangladesh will assist you in completing the election peacefully.”  
He said that maintaining the country’s law and order is the sole responsibility of police.
The CEC has asked police authority to initiate strategic plan of action early.
