Project of the development of drainage system in Dhaka-Narayanganj-Demra (DND) area under 19 ECB DND Project Camp of Bangladesh Army is one of the vital projects of the government. If the project is implemented as per schedule, dream of beautification of the areas will be realized. But sadly, the project is progressing very slowly. Reason behind the slow pace of the work is fund shortage. The total allocated money for the project is not yet disbursed.
According to various sources, the project was extended to June 2023 in the ECNEC meeting held on September 1 of 2020 with an increase of Tk. 129991.17 lakh. According to the revised DPP, an expenditure of Tk. 35061.60 lakh has been earmarked for the fiscal year 2020-21, but an allocation of Tk. 6000.00 lakh has been made. The allocated money has been disbursed in four installments. As per estimate, Tk. 35061.60 lakh is still required to move the project forward this year. The work of the project is getting slowed due to shortage of required funds on time. According to the data, the overall progress of the project is 50.65 per cenr but in contrast the financial progress is only 41.55 per cent.
Not only that, 9.10 per cent of the ongoing work bill is still unpaid which is worth around Tk. 11829.19 lakh. As a result, most of the ongoing work of the contractors engaged in the project is on the verge of standstill.
In this situation, the project is suffering from the necessary financial crisis. As a result, waterlogging in the area has become a major challenge in the coming monsoon season. Even if the ongoing work is stopped, the project will return to its previous state. As a result, all the progress of the work will be a kind of failure and if the work is resumed, it will be uncertain whether the project will be implemented within the allotted time.
According to the residents of DND area, if the Dhaka-Narayanganj-Demra DND project can be implemented on time, the locals will be able to enjoy its benefits. Otherwise, they will be plunged into a terrible crisis in the coming monsoon season. However, according to various sources, at least Tk. 12500.00 lakh are required on an emergency basis to continue the ongoing work. If the ongoing financial crisis to run the management of the project is resolved amicably, the work of the project will be completed as per the plan and the dream of the locals will be fulfilled.
