Disaster management with Chinese help planned

The government will implement a number of projects with Chinese assistance to improve disaster management
capacity and enhance social and public awareness about disaster prevention and reduction in Bangladesh.
This was mentioned in the Memorandum of Understanding (MoU) signed between Bangladesh and China on the plan of special assistance projects of disaster prevention and reduction during Chinese President Xi Jinping’s visit to Bangladesh last month.
As per a copy of the MoU obtained by UNB, both sides agreed to implement projects like constructing emergency operation centre, conducting training programmes on disaster prevention and management for government officials, technicians and community people, formulating a plan for emergency shelters, constructing pilot project on storehouse of disaster relief materials and pilot project of emergency shelters.
The MoU mentioned that the two sides regard the special assistance of disaster prevention and reduction as medium- and long-term cooperation between the two countries in the field of disaster prevention and management, and the cooperation is expected to last from 2016-2020.
As preparation in advance for the assistance projects, the MoU said, “The Bangladeshi side, shall within the scope of major projects agreed upon the two sides, submit the project proposal in line with the appraisal requirement to the
Chinese side, and prioritise the projects at its earliest convenience.”
With the assistance of the Bangladeshi side, the MoU said, the Chinese side will accelerate the feasibility study on the major projects and reasonably determine the project content, implementation schedule and investment scale through consultation with the Bangladeshi side.
“With regard to the feasible projects, the Chinese side will handle the inter-governmental project approval procedure with the Bangladeshi side through diplomatic channel and arrange assistance fund according to the progress of the projects,” said the MoU.
