An enormous disarray emerged regarding the Dhaka South City Corporation’s (DSCC’s) makeshift sacrificial cattle markets following the go ahead consent of unreasonable number of markets on day basis lease.
During this Eid-ul Azha, the two city corporations – DSCC and Dhaka North City Corporation (DNCC) have 24 makeshift cattle markets in the capital. Of them, 14 are in DSCC area while 10 in the DNCC part.
Traders in many DSCC and DNCC areas started bringing cows in some markets earlier violating the corporation rules resulting in traffic gridlock in the city.
This year, the DSCC also approved a makeshift cattle market at Aftab Nagar, which falls under the jurisdiction of DNCC. And the DNCC has already raised objection in this regard and informed the matter to the concerned law enforcement agencies.
Sources said, the DSCC has approved eight makeshift cattle markets on day basis lease as it failed to get any bidder after inviting tender for three times.
The temporary cattle markets have already started to bring and sell cows violating the city corporation rules. According to the rules, the markets can start bringing and selling cattle three days ahead of the Eid-ul-Azha.
Cattle traders have brought cows at Dhupkhola play ground, Meradia, Kamalapur and other areas in the city even before the schedule date.
When contacted, DSCC Chief Executive Officer Khan Mohammad Bilal said, “The lease holders
have been given conditions to decorate the markets from August 17 and start selling on August 19. They must follow these rules.”
But the traders have violated the rules and started making gates and other decorations earlier then the approved day on Thursday.
The new eight hats of the corporation have been set up on the open space of the Samasabad play ground of Ward No 32, the Balur Math and adjacent spaces of the Little Friends Club and adjacent areas of Kamalapur Stadium.
Cattle hats have been set up in the open spaces around Biswa Road, Shanir Akhra and Donia, open spaces adjacent to Dhupkhola play ground, Kawar Tek Math of Ward No. 41, Golpbag play ground and adjacent empty spaces, Dawkandi Indulia-Bhagapur Lohar bridge and adjacent areas (Meradia Mouza) and open spaces of Amulia Model Town.
According to the city corporation rules, it can give the day basis lease markets under supervision of the city corporation’s officials. But the corporation needs sufficient manpower to run those markets.
Some officials said, when the DSCC has no sufficient workforce to operate sacrificial animal markets then why it approved those eight markets, which is totally impossible to run by its own employees.
The officials and some Ward Councillors alleged that some dishonest officials of DSCC have forged unholy syndicate with few influential businessmen to retain control over these markets and earn illegal money from those markets.
To get a makeshift market, a trader needs to pay over Tk 1 crore, but when they get it on day basis lease, they needs to pay several lakh taka. It gives them wide chance to make huge money as the city corporation ultimately gives those businessmen a chance to run those markets because they have no ability to run them without the direct help of those influential businessmen.
When contacted, DSCC Mayor Mohammad Sayeed Khokon on Friday told The New Nation, “Yes, the corporation has not sufficient workforce to run those makeshift cattle markets. But we have employed some business assistants with some conditions to providing us necessary manpower.”
He said, with the employment of those assistants, the corporation will have no problem to run those markets.
