Developing human resources in education sector

The utmost expectation of the human being is peace. Peace and security of life and prosperity has been recognized by scholars and citizens as the primary condition for progress and development of any society. Meanwhile, there is a clear linkage between education and training, human resource development with sustainable peace. The progress and success of the country is depending on the proper development of the human resources by education, training and ensuring the equity and social justice. In Bangladesh we all are observing and facing various problems and difficulties. Such as- social problem, racial problem, gender discrimination, political unrest, politics in education, population problem, obstacle in finance and trade, poverty, inadequate food production, violation of human right etc. Manpower is the absolute advantage for Bangladesh. Human making all resources meaningful. The main target of all countries of the world is converting the manpower into human resources by balanced education. Educated people are the main resources of any country as they are contributing their level best to solve the social problems.
Nelson Mandela said “Education is the most powerful weapon which you can use to change the world”. The most powerful element of the personal and social development is education. Only proper education can develop the country people and ensure the peace and security and sustain for long time.
According to BBS the rate of educated people is 53.70 %. 42 % people are not working or workless so we are in great social crisis. Our society fails to maintain sustainable development which is hampering the peace and security. Skilled human resources promote the knowledge, skills, attitudes and values needed to bring about behavior changes that will enable children, youth and adults to prevent conflict and violence, both overt and structural, to resolve conflict peacefully and to create the conditions conducive to peace, whether at an intrapersonal, interpersonal, intergroup, national or international level. We can provide work to the 42 % workless people by ensuring education and training and develop the nation which enhances the sustainable development and maintain the peace in our country.
Human resource development is the prerequisite for economical progress and wealth maximization of any country. Skilled and productive human resources are the main element of economical development. Skilled and experienced human are the resources to any country who are leading the major activities to enhance the country to achieve the overall goal. Western people are the example of that. They are able to maintain the sustainable development by their skilled human resources. At present Japan and China are also showing their drastically progress by their huge skilled human resources. They are the getting more powerful day by day. Comparing to these developing countries Bangladesh is in process and also trying to develop their human into resources. Development human resource in education sector can reshape the mind and attitude of the people and who can lead a significant role by contributing their quality work. For developing an idea that education and training can transform the human into resources which can sustain the overall development. And we can consider that economical and moral development can ensure the maximum probability of peace.
The structure of education system must be change to develop human resource in a structured way for ensuring sustainable development. Adequate education and training are the major techniques to sustainable development. Sustainable development is connected with overall peace of the country. Governent provide work to the workless people by ensuring education & training, development the nation which enhance the sustainable peace. Education in its general sense is a form of learning in which the knowledge, skills, and habits of a group of people are transferred from one generation to the next through teaching, training, or research. Accordin to Johan “Education is natural, harmonies and progressive development of mean’s inactive power.”Education is the back bone of the nation. And shortly the only objective of education is developing human resource of the country.
Training is a learning process. It is also considered as development process. The inherent objective of training is education. According to Johan R. Schermerhorn Jr. “Training provides learning opportunities to acquire and improve job related skills”. Training is a continual process of helping employees perform at high level. Training is not only increase the knowledge and skill but also increase the sence of involvement. According to F. H. Harbison and CA Mayers in their book Education, Manpower and Economic Growth (1964) Ò Human Resource Development (Human Capital Formation) is the process of increasing knowledge, the skills and the capacities of all the people of the country Ó.
There are five parameter of HRD- 1.Education 2.Health and Nutrition; 3. Environment; 4. Recruitment; 5. Political and economical freedom. Creativity is connected to the HRD. Because all creative human are the best resource for the country. “Creativity is defined as the tendency to generate or recognize ideas, alternatives, or possibilities that may be useful in solving problems, communicating with others and entertaining ourselves and others”. A measure of the economic value on the basic production input of labour measure where all labouries thought to be equal. The concept of human capital recognized that not all labours equally and that the equality of employees can be improved by investing in them. The education experience and abilities of an employee have an economic value for that future generations may also have their needs met.
Human resources are the vital resource of any country. Without this resource all resources are worthless. By developing this resource the overall development can be possible. The person who has the purchasing power he can be considered as the human resource of the country. The proper development of human resource can not only ensure the financial progress but also ensure the progress in other sectors. For sustainable development human resources development is very important. In 68th session of the general assembly September 2013 of UN they have discussed about the least development countries and post 2015 SGDs, unfinished agenda of MGDs, sustainable Development Goal beyond proverty eradication. Sustainability is not for any specific country but this is global issue. Bangladesh set a roadmap to develop SGDs by 2015. From that they are some scope of SGDs like-Proverty eradication, environmental sustainability, sustainable consumption and production. The prioritized areas are food, water, sanitation, accecc to anergy, oceans and seas, forests, desertification, health education, etc. In case of sustainable development in Bangladesh there are some challenges like climate change, energy and security and rise of unemployment which are highly related with the education system and HRD. The inequality of rich and poor both at global and national level are increasing.
Some Recommendations are of us are stated this purpose. a) Investment percentage on education should be more clear and specific. (It should not be as titled education and information technology). b) Need to give emphasis on primary and non formal education investment. c) Human resource should be developed by ensuring quality training in education sector. d) Literacy on sustainable development and sustainable peace should be mandatory to all. e) For reducing dropout rate scholarship should be given up to graduate level to both male and female students. f) Government should emphasize on vocational training in every level, at every district and upozillas. g) Peace education should be mandatory for all level thus people can understand their need and compare it with national need and link themselves with MGDs and SGDs.
Finally we can say Sustainable Development refers to a mode of human development in which resource use aims to meet human needs while ensuring the sustainability of natural systems and the environment. SGDs will play an important role to ensure sustainable development. SGDs will finish the unfinish agenda of MGDs. The arena of SGD is widespread. SGDs are applicable at local national, regional and global levels. SGDs will require the countries to take action both at home and abroad for stable and better condition and ensuring the sustainable peace.
