Country’s is likely to be affected by a devastating floods in the third week of August as heavy downpours already have submerged the low-lying areas in many parts of northern and northeastern regions following the influence of early monsoon, Water Resources Minister Anisul Islam Mahmud said on Wednesday.
He came up with this warning during Wednesday’s session of the three-day annual deputy commissioners conference that began on Tuesday.
“As the country might be plunged into a devastating flood in the third week of August, instruction has already been served to the Water Development Board to take all out preparation to face the ensuing disastrous situation,” he told journalists at the Secretariat in the city.
Replying to a question Anisul Islam Mahmud said the deputy commissioners have also been asked to repair the weak embankments in their respective areas.
“The country has also been experiencing moderate to heavy rainfall. So, we have issued a warning message to the PDB and deputy commissioners to get prepared,” he said.  
Anisul claimed that what recently happened across the country was not flood but waterlogging caused by excessive rain.
“Real flood occurs when the water level of the major rivers like Padma, Meghna and Jamuna marks a substantial rise,” he said.
Describing the river erosion as an alarming issue, he said it came up for discussion at the conference.
The Minister also said at least 50 percent of the Ministry’s next budget will be allocated for preventing the river erosion
Meanwhile, some northern and northeastern districts have been affected by flood in the second week of June.
“This is unusual as normally flooding starts at the end of June or July. But floods hit the country too early this year,” an official of Flood Forecasting and warning Centre said.
He said now most parts of the country, particularly Cox’s Bazar, Khagrachari, Barisal, Chittagong, Teknaf are now experiencing incessant downpour due to the influence of depression in the Indian State of Orissa.
He added, many areas of Khagrachari and Chittagong districts were affected by moderate floods in the last few days.
The official said water levels at Brahmapautra and Meghna river basin are likely to continue rising throught the month of July, causing major flood during that period.
An official of Bangladesh Meteorological Department said coastal parts of the country are witnessing heavy rainfall as monsoon is active over Bangladesh and the Bay of Bengal.
The rainfall trend is likely to continue in the next few days and it may submerge some parts of the south and southeastern regions, he added.
“Onrush of water from upstream Indian states mainly causes flooding in the country,” he said adding flood situation may be worsened in next month.
